We intend to publish new planning practice guidance (PPG) on the ‘agent of change’ principle following the publication of a revised NPPF and in light of the views received through the consultation undertaken between 16 December 2025 and 10 March 2026.
In conjunction with publishing the PPG, we will also write to local planning authorities highlighting the importance of this policy.
