The Government recognises that communities hosting energy infrastructure play a vital role in delivering a clean, secure and affordable energy system. Through the Clean Power Action Plan, we are committed to ensuring communities benefit from low carbon energy infrastructure and the Government has set out its ambition that there should be much more energy infrastructure owned by communities directly.
On 21 May, we published a working paper on community benefits and shared ownership of low carbon energy infrastructure. The working paper sought evidence on current shared ownership practices in the UK and whether introducing a legal requirement to offer shared ownership using powers in Section 38 Part 6 of the Infrastructure Act 2015 is appropriate. We are currently reviewing responses.

The Government wants to ensure that local communities are able to participate in, and benefit from, onshore wind developments as the UK increases renewable deployment to reach net zero. The Government is aware of the requirement to review the provisions in Section 38 and Schedule 6 of the Infrastructure Act 2015 and will do so as soon as is reasonably practicable. The Government will also consult in Spring 2023 on local partnerships for communities who wish to host new onshore wind infrastructure in return for benefits.

There have been no Species Control Agreements or Species Control Orders issued by environmental authorities in England since the Infrastructure Act 2015 came into force and therefore none specifically related to the control of Rhododendron ponticum.
These provisions are used primarily to remove newly arrived invasive non-native species or species that currently have a relatively restricted distribution but have the potential to become more widely spread. In general, it would not be an appropriate use of these powers or an effective use of resources to seek to apply these provisions to invasive non-native species that are already widespread.

The Petroleum Act 1998 (as amended by the Infrastructure Act 2015, amongst others), places a duty on the Oil and Gas Authority (OGA) to produce and give effect to one or more strategies to enable the principal objective of maximising the economic recovery of petroleum from UK waters to be met. The OGA has announced that it will shortly be revising its strategy and will have regard to the need for the oil and gas sector to minimise its own carbon emissions and support the transition to Net Zero.
As we transition to a low carbon economy, there will continue to be a need for oil and gas, which are projected to provide around two-thirds of our total primary energy demand in 2035. All scenarios proposed by the Committee on Climate Change (CCC) setting out how we could meet our 2050 emissions target include demand for natural gas.
