It is a pleasure to serve under your chairmanship, Sir Robert. I congratulate my right hon. Friend the Member for Basingstoke (Dame Maria Miller) on securing the debate and on her excellent speech, which set out the details around the ICGS and how it was set up.

Does that not demonstrate the importance of Government Departments taking the overseas territories really seriously in terms of the policies they develop and their implementation, and why it is so important that the overseas territories have a strong voice in each Department?

I congratulate my hon. Friend the Member for Rutland and Melton (Alicia Kearns) on securing the debate and on covering so many topics. I should also declare an interest, as chair of the St Helena all-party parliamentary group.

That is a very good example of the need for us to provide infrastructure support. My hon. Friend talked about ports and airports—about transport as well as digital connectivity. Many are seeking support, whether they are directly funded and supported by the UK or looking to attract investment and, in...

I welcome the Home Secretary’s statement and the measures that she has set out. What would be her key message to my constituents, who are angry about the use of hotels to house asylum seekers in and around Cannock Chase?

Tensions in the community are rising in my constituency owing to the use of hotels to house asylum seekers in and around Cannock Chase and, in particular, in Bridgtown. There were protests in Cannock at the weekend. Will my right hon. Friend join me in thanking the local police, who are doing everything they can to respond to issues as they arise, and will he meet me to discuss the situation and ways in which we can alleviate the concerns of my constituents?

I should be pleased to meet my right hon. Friend and work with her to ensure that that hotel, like others, is cleared as quickly as possible. I hope she will see from the work we are doing that we are straining every sinew to tackle this issue. For example, following the communiqué that was signed with Albania at the end of last year and is now being implemented, we are seeing weekly return flights of illegal migrants to Albania and a faster process, involving 400 caseworkers dedicated to those Albanian cases.
The Monserrat port development project, which is being funded by the UK, is essential to the driving of Montserrat’s economic development following the devastation caused by volcanic eruptions and hurricanes in recent decades. Will my hon. Friend confirm the Government’s commitment to funding this much-needed project until its completion, and does he agree that it is a tangible demonstration of the UK’s commitment to the overseas territories and, more specifically, to Montserrat?

I recognise my right hon. Friend’s sterling work for overseas territories when she served in the FCDO. We are absolutely committed to supporting economic development in Montserrat, and we are providing £28.3 million for the new port. I am pleased to say that construction work is due to begin shortly.
Will my right hon. Friend set out what preparations his Department has made for supporting overseas territories in the Caribbean during this year’s hurricane season?

I enjoyed working with my right hon. Friend when she was Minister for the Overseas Territories. She is right to care about the matter. She will know that the Department has done a lot of work over the past few years to develop the resilience of the overseas territories, as well as maintaining naval assets in the region and more at-readiness to assist if required.
I warmly welcome the funding that has been secured for transport projects in Staffordshire, including in Cannock, which will support the regeneration of Cannock town centre. May I invite my right hon. and learned Friend to Cannock to show her what our plans are and how this is going to...

There have been persistent problems on the Chase line with passengers dodging fares, so I welcome the increase in the penalty for those caught travelling without a valid ticket, but if the system is to be effective it is essential for there to be enough revenue protection officers to catch offenders. What are the Government doing to ensure that there are enough inspectors on lines such as the Chase line to check passengers’ tickets?

I thank my right hon. Friend for raising the important issue of ensuring that resource is available to check tickets on lines such as the Chase line. Ticketless travel is currently costing the network, and, indeed, the taxpayer nationally, an estimated £240 million per year. Back in December 2016, my right hon. Friend joined the then London Midland revenue protection team. She later told this House:
“The £20 penalty is insufficient to deter fare dodging.”—[Official Report, 12 January 2017; Vol. 447, c. 619.]
She went on to ask for a review of penalty fares so that they would become an effective deterrent. She has won that campaign, and I thank her for it.
There are nine new revenue protection security managers within the West Midlands Railway business. They are in training, ready to be deployed on the Chase line and throughout the midlands.
What steps he is taking to reduce rail fare evasion.
What steps he is taking to reduce rail fare evasion.
From 23 January, the Government are increasing National Rail penalty fares for the first time since 2005. The penalty will change to £100, plus the price of the single fare to the intended destination, to act as a greater deterrent and to reduce fare evasion on the network.
I have recently had alarming reports from constituents who have had to wait for more than 20 hours for an ambulance, so will my right hon. Friend set out in further detail how the measures outlined today will also support ambulances to reach patients more quickly?

The electrification of the Chase line means that passengers benefit from a more frequent service. However, passengers from Rugeley remain disadvantaged because the last train from Birmingham terminates at Hednesford. Will the Rail Minister meet me to discuss this matter and other issues that Chase line passengers face?

My right hon. Friend does an incredible job for her constituents, and on that basis of course I say yes to meeting her and learning more about those issues.
Accessibility is a real issue at some stations in Cannock Chase; at Rugeley Trent Valley, for example, there is a footbridge to two of the platforms. Will my hon. Friend meet me to discuss how we can modernise stations across Cannock Chase to ensure that they are accessible for everyone?

I recognise the representations that my right hon. Friend makes, and I will be happy to meet her. We have already agreed improvements that should deliver over 100 more accessible step-free routes. The vast majority of passengers are now able to make their journey through a step-free station, but we recognise that, due to the historical nature of much of our infrastructure, far too many stations still are not able to
be used by all. That is why we asked for nominations; we have received 309, and we look forward to announcing next year the next list of stations to receive improvements.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what recent representations officials in her Department have made to the Israeli Government on reports of destruction of homes and farms in Masafer Yatta.

We are aware of the decision by the Israeli Supreme Court on the Masafer Yatta eviction case and are monitoring the situation closely. The UK is clear that in all but the most exceptional of circumstances, demolitions and evictions are contrary to International Humanitarian Law.
I met with Palestinian families affected by the ongoing demolition and eviction orders at Masafer Yatta during my recent visit to the Occupied Palestinian Territories and raised our concerns with Israeli Deputy Foreign Minister Roll on 22 June.
