To ask Mr Chancellor of the Exchequer, what estimate he has made of the number of financial providers that will be offering the Lifetime ISA, as announced in Budget 2016, on the launch date of 6 April 2017.
To ask Mr Chancellor of the Exchequer, what estimate he has made of the number of financial providers that will be offering the Lifetime ISA, as announced in Budget 2016, on the launch date of 6 April 2017.
At launch, there were five providers offering the Lifetime ISA. Other providers have announced their intention to offer the Lifetime ISA, including the first cash provider.
The Government anticipates that the market will continue to grow over the course of the year as providers put their systems in place and develop their products.

Does the Minister intend to expand the One Public Estate initiative? It not only rationalises our public buildings for financial reasons, but gives us the opportunity to create better and more streamlined services for our residents.
My hon. Friend has it in one: not only does this initiative allow us to save costs so that we can direct money to the frontline, but it means that public services are far simpler for our citizens to deal with, because they are located in one place.

To ask the Secretary of State for Justice, what assessments she has made of the effectiveness of the training provided to (a) court staff and (b) members of the judiciary on identifying and supporting court users with a mental health condition.
All Ministry of Justice employees are required to complete a mandatory Equality and Diversity training module which makes specific reference to mental health conditions and supporting vulnerable customers. In addition, Mental Health Awareness courses have also been delivered to employees across the country and frontline court training materials also link into the ‘Every Witness Matters’ handbook to ensure that employees are aware of the potential impact that a mental health condition may have on a court user. Colleagues working in National Business Centres have been provided with specific training on ‘Dealing with Traumatic Calls’.
Under the Constitutional Reform Act 2005, responsibility for the training of the judiciary rests with the Lord Chief Justice as Head of the Judiciary. Training on mental health issues is limited to awareness in order to help judges ensure that all court users are treated equally and fairly. Judges are able to access advice and guidance on this through the Equal Treatment Bench Book which is publicly available at: https://www.judiciary.gov.uk/publications/equal-treatment-bench-book/

Although there is a welcome from many of the businesses in the High Peak that will be taken out of business rates, there is a concern among those who have seen an increase—in one case one of as much as 85%. Can she give me an assurance, and give those businesses an assurance, that we will do all we can for these people, who work incredibly hard to be the engine room of our economy, as a rise of this size may threaten their livelihoods?

Can she give me an assurance, and give those businesses an assurance, that we will do all we can for these people, who work incredibly hard to be the engine room of our economy, as a rise of this size may threaten their livelihoods?
As my hon. Friend will know, business rates are based on property value and it has been seven years since property values were last looked at, so I think it is absolutely right that we update them. But of course, as I recognised last week, there are different impacts on different businesses, and it is important that we have already put significant sums into transitional support for businesses so that we help the companies that are facing increased bills. As I said in this House last week, I have asked my right hon. Friends the
Chancellor and the Communities and Local Government Secretary to make sure that the support that is provided is appropriate and is in place for the hardest cases. I would expect my right hon. Friend the Chancellor to say more about this next week in the Budget.

I thank my hon. Friend for raising this. The question of schools funding, and the system we have for schools funding, is important. I think the current system is unfair. It is not transparent and it is out of date. That has been the general view for
some time now. The problem is that it cannot support the aspiration of all our children to get a great education. We do, indeed, want children to be able to get the education that they deserve and that ensures that they can go as far as their talents and hard work take them. The Labour Government did nothing to address the funding system. We are looking at that funding system. It is a consultation, and I am sure that the comments and the issue my hon. Friend has raised will be noted by the Secretary of State for Education.

My enormous departmental team of two comprises one person who has run several small businesses and another who is a sole trader. That is a 100% fulfilment on my hon. Friend’s request. We also have a small and medium-sized enterprise ambassador, Emma Jones, who works with the council to ensure that
we do precisely what he wishes, which is to sensitise the civil service and procurement officials to the needs of small and medium-sized enterprises.

The government is committed to raising standards in primary mathematics teaching.
We have established Maths Hubs - 35 school-led centres of excellence with a role in leading transformation of teaching based on best practice internationally. We are investing £41m to enable primary schools to introduce highly effective south-east Asian mastery teaching methods.
We are also investing in primary mathematics initial teacher training (ITT) courses, to allow trainee primary teachers to specialise in the subject.

Can my hon. Friend assure me that, when he makes his assessment of the impact on farming of leaving the EU, he will actually listen to the farmers and not the so-called experts from bodies such as the National Trust, who seem to be intent on following their own agenda, with scant regard for the farmers who are trying to make a living on the hill farms in High Peak and across the country?

I can reassure my hon. Friend that, having grown up on a farm and worked in the farming industry for 10 years, I will be very much listening to farmers and their views, and wanting to learn from their experience. We will be listening to everybody as we develop future policy.
