That this House is proud to note that on 6 January 2010, for the first time in the history of the Parliament of the United Kingdom, the Union Flag was raised permanently above the Victoria Tower of the Palace of Westminster and now remains in place all day and every day throughout the year; further notes that the two additional flag poles located on the Parliamentary Estate at 1 Parliament Street and Portcullis House now also display the Union Flag at all times and have done so since 28 November 2009; believes that the decision to display the flag of the nation every day of the year from Parliament is something that Members of both the House of Commons and House of Lords should celebrate and take great pride in; and commends all those who played a part in helping to bring about this fine decision, including the authorities of both Houses, the President and members of the Flag Institute and the members of the All Party Parliamentary Flag Group, including the hon. Member for Romford, who championed the cause and led the now successful campaign to fly the Union Flag above the British Parliament all year round.

That this House congratulates the Church of St Edward the Confessor in Romford Market on the 600th anniversary of the founding of the church in 1410 and St Edward's Church of England Schools in Romford on the 300th anniversary of its establishment in 1710; acknowledges the magnificent contribution that both the church and schools have made to the development of the historic market town of Romford over six centuries; further congratulates The Reverend Stephen Waine, the Vicar, of St Edward's Church, Petula Allen, the Headteacher of St Edward's Church of England Primary School and The Reverend Alan Perry, the Headteacher of St Edward's Church of England Comprehensive School and Sixth Form College for the organisation of the splendid celebrations that have taken place to mark these anniversaries in 2010, including a wonderful Service of Thanksgiving at Westminster Abbey on 3 February and a visit to Romford by the Archbishop of Canterbury, the right hon. Dr Rowan Williams on 9 March; expresses thanks to all staff members of both schools, past and present for their work in equipping so many generations with the skills and knowledge they needed to succeed in life; and warmly commends the Church of St Edward the Confessor in succeeding in its original aim of providing the highest standard of education according to the principles and practices of the Church of England.

That this House salutes the high level of skill and competence of River Thames Watermen holding boatmasters' licences plying their trade on one of Europe's most congested waterways; acknowledges that the river is unique in Europe as the conduit for a lethal cocktail of a large tonnage of goods and many frail pleasure craft; welcomes the opportunity through the current review to act upon concerns raised through the Transport Select Committee's investigation and from experiences of boatmasters nationally; is concerned that current proposals have not enjoyed the full consideration of stakeholders and would further reduce safety standards on the UK's inland waterways as experience requirements are proposed to be reduced by as much as 80 per cent.; requests that the Government fulfil assurances given in 2006 that there would be no watering down of safety standards; and calls on the Government to confirm the highest of standards for qualifying to command vessels on the tidal River Thames.

That this House is firmly opposed to the proposed dairy unit in Lincolnshire housing up to 8,100 cows that will be kept indoors for most of the year; notes that the cows are likely to produce extremely high milk yields; further notes that the key finding of a 2009 scientific opinion by the European Food Safety Authority is that breeding for high milk yield is the major factor causing poor welfare to cows; believes that cows should be farmed in pasture-based systems as these enable them to express natural behaviours and are associated with lower levels of lameness; further believes that the proposed unit is taking UK dairy farming in the wrong direction and that the way forward lies in the use of healthy robust herds with lower milk yields but higher net margins for farmers due to lower culling rates, lower heifer replacement costs and higher sale prices for their calves and cull cows; and urges retailers and producers of dairy products not to source milk from such large-scale intensive dairy units where cows receive only minimal grazing.

That this House recognises the bravery, dedication and sacrifice of members of the armed forces in Afghanistan and Iraq; applauds the recent review and enhancement of the Armed Forces' Compensation Scheme; and calls on the Government to amend the qualifying date of 6 April 2005 to 1 January 2001, which marks the beginning of the war on terror, that ensures equality of treatment for personnel injured in Iraq and Afghanistan and thereby honours its duty of care to this loyal and dignified group of service men and women and their families.
