The government announced on 17 August in its response to the consultation on the National Planning Policy Framework that it will implement section 102 of the Levelling-up and Regeneration Act 2023. Further details of this will be announced in due course.

The Government does not hold data on annual VAT revenue on church repairs. This is because businesses are not required to provide figures at a product level within their VAT returns, as this would impose an excessive administrative burden.
Regarding the newly established Places of Worship Renewal Fund (PWRF), where capital grants have been awarded, VAT on eligible works and costs can be covered by the grant funding if it cannot be reclaimed.

This Government shares the public’s high regard for the UK’s environmental protections, food standards and animal welfare.
Imports into the UK must comply with UK’s existing import requirements. Products produced to different environmental and animal welfare standards can be placed on the UK market if they comply with these requirements. This has always been the case and includes products from the EU and other longstanding trading partners.
This Government will always consider whether overseas produce has an unfair advantage and any impact that may have. Where necessary, this Government will be prepared to use the full range of powers at its disposal to protect the UK’s most sensitive sectors.

The Animal Welfare Strategy (see attached) states that ending the use of cages is a key priority for this Government. A UK-wide consultation on laying hen cage reform was launched on 12 January 2026 and closed on 9 March 2026. This consultation sought views on a proposed ban on keeping laying hens, pullets and breeder layers in cages. This Government is now analysing the consultation responses and will publish a formal response in due course.

First, I congratulate the noble Baroness on a significant birthday this weekend. Secondly, as she knows, I am a great supporter of horticulture; I have recently been speaking to the Farming Minister about it and will continue to do so.

I do not know the exact answer regarding presence, and I am very happy to find out more and come back to the noble Baroness, but what I do know is that we work closely with the JIATF. We maintain close co-operation through a UK liaison officer embedded with the US Joint Interagency Task Force in Florida, ensuring effective co-ordination with allies in counternarcotics activity. I cannot overstress the importance of this activity and the joint work that we do. It has direct relevance and benefits for the streets of all our towns and cities.

My Lords, I am much concerned by a piece of legislation passed by this Government that would ban the introduction of animals with mutilations that would be illegal if carried out in this country. We have the Act, but it depends on regulations. When may we see those regulations—in seven years’ time?

The noble Baroness raises an important point. This relates to ear cropping, for example, and so on and so forth, which was in the Bill that got Royal Assent earlier this week. I cannot give the noble Baroness a date, but I can assure her that we are very keen to move as quickly as we possibly can to bring in the statutory instrument to allow this to actually happen as she says.

The National Planning Policy Framework is very clear that housing and most other types of development should not be permitted in functional flood plains—that is, in flood zone 3b—where water must flow or be stored during floods. Where development is necessary in such areas, it should be made safe for its lifetime without increasing flood risk elsewhere, so there must be no displacement of the risk. In 2023-24, 96% of all planning decisions complied with the Environment Agency advice on flood risk. In the same year, 99% of residential development proposals also complied with that advice.
