The Prime Minister and the Deputy Prime Minister have made it clear that the Government are committed to delivering draft clauses by 25 January.

I have learned over the years not to expect too much when working with the Scottish Government, but I am hopeful that that will be the case. One way or the other, however, we shall deliver on the undertakings that were given.
Many people in South Ribble will be able to see their GPs in the evening and at weekends, thanks to a locally led initiative by Chorley and South Ribble clinical commissioning group and Greater Preston CCG to extend GP surgery opening hours this winter. Does my right hon. Friend agree that such initiatives, which will give greater flexibility to patients and alleviate pressures on other areas of the NHS, particularly A and E, are exactly what is needed in the busy winter months?

I do agree with my hon. Friend. I took my own children to an A and E department at the weekend precisely because I did not want to wait until later on to take them to see a GP. We have to recognise that society is changing and people do not always know whether the care that they need is urgent or whether it is an emergency, and making GPs available at weekends will relieve a lot of pressure in A and E departments.

The Prime Minister’s £50 million challenge fund is improving GP access for more than 3 million patients across England, helping them to get evening and weekend appointments.

We have freed the police from central targets, and police and crime commissioners are addressing the issues that matter to local people. We are cutting bureaucracy so that officers can be at the front line where they are needed, and the College of Policing is driving up professional standards. We are working with forces to tackle national priorities such as organised crime, gangs, modern slavery and violence against women and girls. The evidence is clear—police reform is working and crime is down.
The Minister will be aware that crime in Lancashire has been cut by 10%, but there is some variation in overall levels of crime across the country. Does my right hon. Friend agree that the police need to be more innovative and to share best practice right across the country in cutting crime and keeping our streets safer?

I agree with my hon. Friend, whose point about innovation is correct. That is precisely why we have introduced an innovation fund, which all forces have bid for. She will be aware from last year’s precursor fund that Lancashire successfully bid for the collaboration we want—a joint initiative with Lancashire county council to create an early action response service for missing people, vulnerable people and those with mental health issues. That is precisely the innovative collaboration that will enable crime to continue to fall.

Does my right hon. Friend agree that politicians would do well to listen to senior business figures who warn that the anti-business policies put forward by the Labour party would put jobs and investment at risk, and would prevent Britain from having a stronger, more competitive economy?

The Opposition do have an anti-business agenda, but the Government are taking a different approach. We are reducing business taxes; we have introduced an employment allowance this month which will help small companies with their jobs tax; and of course next year we are taking under-21s out of the jobs tax. Labour’s plan is now not only to increase corporation tax; the party is discussing plans to put up the jobs tax, which would be a total disaster.

Our council tax freeze schemes could be worth up to £1,075 for an average band D household in England over the lifetime of this Parliament.
Despite the efforts of the Conservative administration in South Ribble, who have frozen council tax again for the fourth time in five years, my constituents are still facing a rise in council tax because of Labour-controlled Lancashire county council’s decision to increase its part of the council tax by a referendum-dodging 1.99%. Does my right hon. Friend agree that this rise is unjustified and that Labour politicians in county hall are the same old Labour, raising taxes for hard-working local people?

South Ribble deserves a lot of praise for freezing council tax four years on the go. That is very welcome indeed. It is strange that a number of authorities, the majority of them Labour, have come in at 1.98% or 1.99%. In a way, that undermines their claim that local government funding is inadequate. If it was inadequate, I am confident that they would have gone for a larger increase in council tax.

The grade 1 farmland in the Alt-Crossens basin is at risk from Environment Agency scaremongering to reduce land drainage and close pumping stations. In light of recent events, will my
right hon. Friend reassure growers in my constituency that the necessary protections will be given to their land, and that as well as being able to react swiftly, the Government are planning for the long-term security of this profitable industry?

My hon. Friend makes an important point and I am glad that she is advertising to her farmers the availability of the £10 million fund, which I hope will be useful for those who have lost productive land because it has been under water for so long. The point she makes about farmers, landowners and others being nervous about dredging and draining their land because of EA rules is a good one. As I have said before, I think the pendulum swung too far against dredging, and that needs to change and that will change. It is not the only answer or the whole answer to the problems she discusses, but it does have a proper part in properly managing the landscape.

As the NHS comes through another winter, when it has delivered an outstanding service to more patients than ever before, how does my right hon. Friend assess the damage done by the unfounded scaremongering talk of crisis by the Opposition and some parts of the media?
As the NHS comes through another winter, when it has delivered an outstanding service to more patients than ever before, how does my right hon. Friend assess the damage done by the unfounded scaremongering talk of crisis by the Opposition and some parts of the media?
My hon. Friend is absolutely right. I encourage those on the Opposition Front Bench in particular to talk to a few people in A and E and ask whether they think they have been supportive, in a very difficult winter, by whipping up all these scare stories when, in fact, because of their hard work, we are seeing 2,000 more people every single day in less than four hours than when the shadow Secretary of State was Health Secretary. The A and E is performing better than ever.
