I will give an assurance to all those people who voted for the United Kingdom to leave the European Union—and to all people across the country, regardless of how they voted, who now want to see this Government getting on with the job of Brexit and making a success of it—that we want to see control of our borders, control of our laws and control of our money, and that that is what we will deliver.

Hubs are not about surgery closures — that has never been this Government's policy intention and we are supporting general practice with a 14% real terms increase in funding. Many general practices are already working together to support larger populations and in the future there will be even more opportunities for collaboration so that practices can work at scale when necessary, while maintaining their location within communities and relationships with patients.

The Prisons and Courts Bill is clear that prisons are there to deliver the sentences of the court – depriving people of their liberty to punish them for their crimes. This reflects and underlines the existing principles set out in the Criminal Justice Act 2003, which states that one of the purposes of sentencing is the punishment of offenders.

A broad range of higher education institutions are covered by an existing legal duty under the Education (No. 2) Act 1986 to take “reasonably practicable” steps to secure freedom of speech; and the Higher Education and Research Bill, which is currently in the other place, proposes to extend that to all registered providers. The hon. Gentleman will be interested to know that I have today written to the sector highlighting the importance of this duty, reminding institutions of their responsibilities in this respect and emphasising the importance of action when freedom of speech issues arise.

Indeed. Policies and codes of practice should not simply be allowed to gather dust; they are crucial to demonstrating to students that free speech should be at the heart of our university system. They need to be meaningful documents that students and staff understand and, crucially, respect.

To ask the Secretary of State for Work and Pensions, what assessment he has made of the effectiveness of Clause 4, Part 2 of the Social Security (Personal Independence Payment) Regulations 2013.
The assessment for Personal Independence Payment (PIP) is designed to treat people as individuals, considering the impact of their impairment or health condition on their everyday life and how each claimant has personally adapted to living with a disability. Since its inception, the system of assessing claimants’ eligibility for PIP has been continually reviewed and refined in order to improve its efficiency and effectiveness. We continue to work extensively with PIP assessment providers and disability representatives to make improvements to guidance, training and audit procedures in order to ensure a quality service is maintained.

The Department monitors each train operator’s overall performance and there are clear actions set out in the franchise agreement should performance drop below what is expected. This regular monitoring includes monthly meetings between my officials and their senior management where performance figures are scrutinised and challenged.
There are a range of enforcement mechanisms available to the Department in the event of non-compliance.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps he is taking to support small and medium-sized enterprises in accessing extended credit terms.
Extended credit terms from suppliers can help businesses to meet their working capital needs, as can prompt payment from customers. While payment terms are a matter for each business to negotiate with their trading partners, the Government is committed to ensuring that all businesses and entrepreneurs across the UK are able to access the finance and support they need to grow and have the right conditions to invest long-term, as set out in the Industrial Strategy Green Paper.

Obviously, we do not want to follow the United States in politicising the judiciary. However, to ensure some degree of public accountability when appointing Supreme Court judges, might the Minister consider allowing the Chair of the Justice Committee to sit on the relevant appointment panel?

I thank the hon. Gentleman for his thoughts on this issue. I point out that there is currently an open competition for Supreme Court justices. I want to encourage as many qualified candidates as possible to come forward. The closing date is the 10th, so if any are listening, I want them to apply for the role. It is very important to distinguish between the situation in the US, where there is a written constitution, and here, where we have a sovereign Parliament and the role of the Court is to interpret legislation. The Select Committee absolutely has a role to play, post-appointment, in making sure that it is holding the Supreme Court justices to account, but I think that it would be dangerous to muddy the water with pre-appointment hearings.

As the hon. Gentleman will know, I have consistently made it clear that leaving the EU means that we will take back control of our exclusive economic zone—the area out to 200 nautical miles or the median line—and that will allow us to look afresh at mutual access agreements and shares of the total allowable catch in shared waters.

Traditionally, councils were given grants for their flooding responsibilities through the rate support grant. I visited the centre near Jaywick and saw the excellent work that was being done by the council and by many voluntary services, as well as by our emergency service response. I am sure that councils will continue to work, to reflect on what happened, and to monitor whether their schemes continue to be appropriate.

There is already a degree of self-management of the fishing regime by producer organisations in the fishing industry through our system of trading quotas and markets in both the leasing and exchanging of quotas among producer organisations. However, leaving the EU does create the opportunity to consider how we manage our fisheries and to look at the approach taken by other countries.
