That this House notes with grave concern that the Canadian seal hunt is expected to kill a record number of 319,500 seals in 2005; is appalled by the unacceptable cruelty of the hunt; notes that a team of independent veterinarians who observed the Canadian seal hunt in 2001 found that 42 per cent. of the seals' skulls examined were found to have minimal or no fractures, suggesting a high probability that these animals were conscious when skinned; is further concerned that the current level of killing is unsustainable for the harp seal population; and calls upon the UK Government to renew diplomatic efforts with the Canadian Government to end this loathsome slaughter.

That this House applauds the innovative, pioneering work undertaken by Hull City Council to ensure that all primary schools in Hull offer free healthy breakfasts, free healthy school lunches, free fruit and free after-school refreshments to all primary pupils; congratulates Hull City Council for making the provision of healthy food to all primary school pupils a main priority; notes that since the introduction of the free primary school meals policy the take-up rate of school meals in Hull's primary schools has significantly increased to nearly 70 per cent.; further congratulates Hull City Council, Hull Catering, schools, parents, pupils and all those involved in the effective delivery of this policy; believes that this policy is in tune with the Government's call to make the quality of school meals a priority and that this policy will greatly improve the life chances of children in Hull; further notes that Hull City Council is the first local authority to offer every primary school child free healthy school meals; and calls on all other councils to follow the example set by Hull City Council and ensure that all primary school children can have a healthy start to life.

That this House welcomes the continued efforts of primary care trusts to prevent the need for patients suffering from chronic pulmonary disease (COPD) to be admitted to hospital as a result of their condition; notes that up to three million people suffer from this debilitating and life-threatening condition in the UK; further notes that avoiding hospitalisation can improve the quality and length of life for these patients and that there are major benefits to the NHS as a whole, reducing the burden on hospitals, freeing beds for use by other patients and reducing waiting times; congratulates those primary care trusts that are actively improving and providing excellent treatment for COPD patients, but notes significant variation in the quality of care from one trust to another; calls for pulmonary rehabilitation to be made available more consistently in all primary care trusts; and regrets that only 1.7 per cent. of patients currently have access to such pulmonary rehabilitation.
