A very fine sight, if I may say so, particularly on the rugby field in the old days and the golf course nowadays—[Laughter.] I am way off the subject, for which I apologise. If the applicant—the police officer—goes to a court on a Friday afternoon, who can guarantee that the...

I may not get another opportunity to say to the Minister that in all my dealings with him over the years, I have always found him measured, kindly, helpful and constructive.

I should like to say a few words about domestic violence protection notices and speak to amendments 21 and 22. I begin by saying that this is a troubling night—I wonder whether other colleagues think so—in the sense that over the years, arguments have quite often been put forward by...

That this House recognises the bravery, dedication and sacrifice of members of the armed forces in Afghanistan and Iraq; applauds the recent review and enhancement of the Armed Forces' Compensation Scheme; and calls on the Government to amend the qualifying date of 6 April 2005 to 1 January 2001, which marks the beginning of the war on terror, that ensures equality of treatment for personnel injured in Iraq and Afghanistan and thereby honours its duty of care to this loyal and dignified group of service men and women and their families.

To ask the Secretary of State for Foreign and Commonwealth Affairs when he expects to reply to the letter of 6 November 2010 from the hon. Member for Woking concerning his constituent Mr. Brett.

That this House notes with concern evidence that the persecution of Christians is increasing around the world; welcomes the current initiative to highlight this in churches across the country on Maundy Thursday; and urges the Government to do all it can to raise and pursue concerns about human rights and religious liberty in overseas countries through the Foreign and Commonwealth Office, the Department for Business, Innovation and Skills and the Department for International Development.

That this House celebrates the important and longstanding historical ties between the UK and the US and the two nations' important strategic relationship in defence, security and trade; notes that defence trade between the US and UK amounts to approximately $2.5 billion per year and that the balance of US-UK defence exports is around 2 to 1 in the US's favour; further notes that the United States Air Force is currently seeking to procure a new fleet of air-to-air refuelling tankers known as KC-X and had selected a bid led by Northrop Grumman involving Airbus aircraft; further notes that these aircraft will be built in the US using wings and landing gear that are designed and manufactured by Airbus in the UK and refuelling systems supplied by Cobham in Dorset, thereby supporting high-value manufacturing jobs and skills in this country, as well as parts from more than 230 US suppliers spread across all 50 states; is concerned that US Air Force's decision has been overturned as a result of lobbying by Boeing; deplores such moves towards protectionism in the United States; and calls on the Government to urge the Obama administration to conduct the KC-X procurement in an open and transparent manner so that all contractors are able to compete on level terms and the best bid can win.

As we know, the measures are fairly draconian, but what does the Minister think was the original intention? Was the standard that the Government would have only to say that a person was involved in terrorism, or would they have needed a reasonable suspicion or evidence? What was the standard...

My right hon. and learned Friend confirms that it means county. The key point was this: what remedy did that man have in relation to that designation? The answer was none. We thought—and I think—that that was a disgrace. If we hand power to the Executive without giving the citizen...

I will be brief. I wish to make basically two points, both of which are relevant to the issues under discussion, but have a wider application. First, I shall say a few words about the importance of parliamentary scrutiny. Lord Hope referred in his judgment the other day to the...

I might be wrong, but I think I am referring to the original test not in Orders in Council but in the 1946 Act.

Good Lord.
Good Lord.
I am very grateful. The Minister is a very good man for whom I have had the greatest respect over the years, and that respect remains even now. Surrey is battling on. Something rather innovative is happening in our county, and I wonder whether other police forces are aware of...

That drags us into the issue of the formula, which is mind-bogglingly complicated. I shall address that in a minute. If we work out our population and the application of the formula over those many years, we are left with the figure that I gave the House a moment ago....

I hope to say a few words about the county of Surrey, and I very much hope that the Policing Minister will at the end of the debate acknowledge not only that Surrey has a very good police force, but that our county has particular problems. I am quite certain...

I am grateful to the right hon. Gentleman—who, if I may say so, was a very good Minister—for mentioning Surrey. As he will know, Surrey taxpayers contribute up to 50 per cent. of policing costs. That is a terribly high percentage, and capping caused those taxpayers a great deal of...

That this House whilst recognising that religious freedom is enjoyed by citizens of Turkey nevertheless expresses its concern at the impending threat to the future of Mor Gabriel Monastery as a result of court cases threatening to take away all or most of its lands; notes that Mor Gabriel Monastery was founded in 397AD, is of major importance to the ancient Syrian Orthodox Church and is one of the oldest Christian monasteries in the world; further notes that protection of minority rights under the Treaty of Lausanne is not extended to the Syrian Orthodox Church; and calls on the Government to make representations to Turkey on the future of this vital Christian institution.
