That this House notes the most recent report from the Joint Committee on Human Rights which is severely critical of sections of the Mental Capacity Bill; notes in particular the criticism of those sections dealing with the withholding and withdrawing of life-sustaining treatment and of assisted food and fluids; further notes the conclusion that the presumption in favour of life-sustaining treatment in relation to the withdrawal of assisted food and fluids is not sufficiently strong in the Bill to satisfy the requirements of the European Convention on Human Rights (Articles 2, 3 and 8); believes that it would be disastrous if the Bill, which has the laudable aim of seeking to transform the lives of mentally incapacitated individuals and their carers, were to become a vehicle for the introduction of euthanasia; regrets that, despite Government assurances, the declaratory provision in Clause 58 that nothing in the Bill is to be taken to affect the law relating to murder, manslaughter and suicide is not sufficient to rule out the threat of euthanasia by omission posed by the Bill; and calls upon the Government to take note of the report from the Joint Committee on Human Rights and to amend the Mental Capacity Bill to make it clear that it gives no statutory authority to any decision made with a purpose of bringing about the death of the person about whose personal welfare the decision is made.

That this House notes the plans for the proposed development at Llanishen and Lisvane Reservoirs in Cardiff; further notes that this is an area of outstanding natural beauty and that people of all ages and from all walks of life enjoy it and its facilities; recalls that the Welsh Yachting Association has praised the Llanishen Sailing Centre, based at the reservoirs, for its production of two world champions and for the nature of its facilities, which are the most outstanding in any of the British regions; congratulates the Sailing Centre in its 13th birthday this year; objects to the recent Llanishen Water statement that the area's development would improve the sailing facilities, in light of the fact that the area of water available would be substantially reduced and that new homes would create a wind shadow, altering the wind direction across the reservoir and making it more difficult to sail; and, in concert with residents across Cardiff, calls for the area around the reservoirs to be designated as a country park, thus ensuring that the city stands ready to face the environmental challenges of the future and that this community sports facility and wildlife haven is preserved.

That this House offers its full support to the family of Daniel Morgan in calling for a public inquiry into the circumstances of his murder in South East London in 1987; notes that after 17 years and four separate police investigations, no individual has been tried or convicted of the crime; regrets that the police investigations have failed to make up for the serious failings of the initial investigations in 1987-88 and 1988-89; expresses deep concern that the central allegations have not been addressed or resolved by any of the four investigations, namely the police officers were involved in the crime and conspired to frustrate the initial investigation; believes that the resolution fo these questions is a matter of concern not only to the family but to the police service and the wider public; and therefore calls upon the Government to set up a public judicial inquiry into the circumstances of Daniel's murder and the allegations of police involvement that have arisen from it.
