That this House notes the success of the Listed Places of Worship Grant Scheme, introduced by the then Chancellor of the Exchequer in April 2001 as an interim measure pending review by the European Community of a directive covering rates of value added tax; further notes that whilst that work continues, the current scheme is due to end in March 2011; and requests that consideration is given early in the next Parliament to the continuation of reliefs on value added tax which the scheme provides for repairs, maintenance and professional fees to repair fixtures such as bells and organs to buildings of valuable heritage and community value in order to maintain them for future generations.

That this House is concerned that the planned merger of Warwick Horticultural Research Institute (HRI) and the University of Warwick's Department of Biological Sciences will result in the closure of the internationally renowned Wellesbourne site, further eroding the UK's applied agricultural and horticultural research capabilities at a time when policy imperatives recognise the urgent need for such research to address the threat to food security posed by population growth, climate change and environmental degradation; calls for the redundancy process facing most of the academic and skilled technical staff at Warwick HRI to be halted pending a proper independent review of the potential impact this merger will have on the UK's ability to meet future food security objectives; and asks the Secretary of State for Environment, Food and Rural Affairs personally to intervene to ask the University of Warwick to consider the impact of this decision on the UK's agri-food science base.

That this House is firmly opposed to the proposed dairy unit in Lincolnshire housing up to 8,100 cows that will be kept indoors for most of the year; notes that the cows are likely to produce extremely high milk yields; further notes that the key finding of a 2009 scientific opinion by the European Food Safety Authority is that breeding for high milk yield is the major factor causing poor welfare to cows; believes that cows should be farmed in pasture-based systems as these enable them to express natural behaviours and are associated with lower levels of lameness; further believes that the proposed unit is taking UK dairy farming in the wrong direction and that the way forward lies in the use of healthy robust herds with lower milk yields but higher net margins for farmers due to lower culling rates, lower heifer replacement costs and higher sale prices for their calves and cull cows; and urges retailers and producers of dairy products not to source milk from such large-scale intensive dairy units where cows receive only minimal grazing.

That this House notes the benefits of cycling to health and to communities, streets and the environment; welcomes the substantial recent increases in cycle use in London and other parts of Britain including several of the Cycle Towns; and supports the aims of the Vote Bike manifesto to make cycling mainstream by strengthening the political and resource commitments made to cycling by Government departments, local authorities, health and other relevant bodies, improving the training and skills of planners and engineers required to deliver quality cycle-friendly planning and design, tackling the risks faced by cyclists through training and awareness campaigns for both drivers and cyclists through lower speed limits and through strengthened road traffic law and enforcement, enhancing provision for combining cycling with public transport by ensuring good access to stations and interchanges, providing secure parking including cycle hubs at major stations and sensibly managed provision for carrying cycles on public transport, providing encouragement, incentives and opportunities to try out cycling in schools and workplaces and for key target groups such as health patients and disadvantaged groups, plus tax incentives to support the use, purchase and repair of cycles and related accessories, and creating new and improved opportunities for recreational and off-road cycling including the appropriate opening up of green spaces, forest land, rights of way, waterways and sections of Britain's coast in order to deliver substantial increases in cycle use while halving the risks of cycling within 10 years.

That this House expresses concern at the conclusions of the Science and Technology Committee's Report, Evidence Check on Homeopathy; notes that the Committee took only oral evidence from a limited number of witnesses, including known critics of homeopathy Tracy Brown, the Managing Director of Sense About Science, and journalist Dr Ben Goldacre, who have no expertise in the subject; believes that evidence should have been heard from primary care trusts that commission homeopathy, doctors who use it in a primary care setting, and other relevant organisations, such as the Society of Homeopaths, to provide balance; observes that the Committee did not consider evidence from abroad from countries such as France and Germany, where provision of homeopathy is far more widespread than in the UK, or from India, where it is part of the health service; regrets that the Committee ignored the 74 randomised controlled trials comparing homeopathy with placebo, of which 63 showed homeopathic treatments were effective, and that the Committee recommends no further research; further notes that 206 hon. That this House congratulates the British Association for Adoption and Fostering (BAAF) on its excellent campaign Somebody Else's Child, running from 22 February 2010, to draw attention to private fostering, the arrangement where a child who is under 16 (or under 18 if with a disability) lives with someone who is not a close relative (i.e. not a step-parent or grandparent, aunt, uncle, older brother or sister) for more than 28 days; notes the legal requirement for private fostering arrangements to be notified to the local authority where a child is living; commends the efforts by national and local government and the BAAF to increase understanding and awareness of private fostering and the importance of notification; recognises that children living in private fostering have a broad range of individual circumstances, from parents working away, parents suffering ill-health or young people who have had arguments at home or other family difficulties, and that these circumstances also include some children trafficked into the UK or within the UK for the purposes of domestic slavery or prostitution; and calls on local safeguarding children boards to continue to highlight private fostering as an important safeguarding issue.
