To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps he is taking to mediate tensions between the Governments of Ethiopia and Eritrea.
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps he is taking to mediate tensions between the Governments of Ethiopia and Eritrea.
The Government is deeply concerned by the renewed conflict in northern Ethiopia and the implications across the Horn of Africa. We call on all parties to end hostilities, respect international humanitarian law, allow safe and unhindered humanitarian access, and return to dialogue under African Union-led mediation.
Ministers and senior officials have engaged with Ethiopia and Eritrea to call for restraint and de-escalation. We are also coordinating closely with the African Union, United Nations and international partners. On 14 October the UK released a statement which called for "all parties to respect the sovereignty… of all countries in the region". This followed a statement on 24 September condemning attacks by the Tigray Defence Forces.
Unlike the hon. Member for Kingswinford and South Staffordshire (Mike Wood), I commend and welcome today’s Budget. My contribution will be around cost of living support, care leavers’ support and NHS funding, in particular funding for sickle cell emergency bypass units. I put it on the record that I am...

I thank the Minister for her responses. Does she agree that more needs to be done to prevent reoffending while offenders are actually in prison, so that they do not commit further crimes when they are released and on tags? What is she doing to ensure that there is appropriate...

I thank the Secretary of State for the work she has been doing on dangerous cladding remediation. Some constituents of mine have been able to benefit from the remediation work for buildings under 11 metres, but could she say a bit more about when funding will become available? My constituents...

May I press the Secretary of State a little further? In my constituency, there is a block of flats under 11 metres that has already been recognised as a priority, but the challenge is the release of that funding. Will she arrange to meet me or agree to look at...

What discussions he has had with his European counterparts on the E1 settlement plan in the West Bank.
What discussions he has had with his European counterparts on the E1 settlement plan in the West Bank.
On 8 September I announced new measures to tackle settlement expansion, including a sanctions regime to target those who support, facilitate or profit from illegal settlement activity. We are doing everything in our power to stop the prospect of a two-state solution being destroyed by the expansion of illegal settlements.
I thank the Secretary of State for his responses so far. The E1 scheme is a further terrifying situation for Palestinians, who are vulnerable and have no protections. Will he say what sanctions are being put in place at present? What more are the Government doing to ensure that those working on the E1 scheme are sanctioned?

My hon. Friend raises a really important issue that we have discussed in this House before. The E1 development is a direct threat to the prospect of a two-state solution. I want to be completely clear that those individuals and businesses that proceed with bids for E1 construction tenders risk facing the full force of UK sanctions—I said that on the day of the closing of the tenders. That is why what we are doing is about much more than symbolism; it is about substantively stopping the destruction of the prospect of a two-state solution.

To ask the Secretary of State for Health and Social Care, what steps her Department has taken to provide education and training to those who will be delivering the Healthy Babies programme, including on infant feeding.
To ask the Secretary of State for Health and Social Care, what steps her Department has taken to provide education and training to those who will be delivering the Healthy Babies programme, including on infant feeding.
The Best Start Family Hubs and Healthy Babies guidance sets expectations for local authorities to develop and maintain a confident and skilled workforce, supported through ongoing professional development and multi-agency learning. For infant feeding specifically, local systems are expected to take a strategic, collaborative approach to developing a skilled and knowledgeable infant feeding workforce, with appropriate and accredited training at a range of levels, including trained peer supporters.
National support includes a freely available e-learning package for the early years and health workforce on the links between breastfeeding and perinatal mental health, providing tools and guidance to support practical, person-centred care.
To ask the Secretary of State for Justice, what assessment has been made of the adequacy of the legal advice provided to asylum claimants and foreign national offenders during immigration cases.
To ask the Secretary of State for Justice, what assessment has been made of the adequacy of the legal advice provided to asylum claimants and foreign national offenders during immigration cases.
The Ministry of Justice has not undertaken a specific assessment of the adequacy of legal advice provided to asylum claimants and foreign national offenders in immigration cases.
Reported cases in which immigration advice may have fallen below expected standards are concerning and underline the important role of the relevant regulators in maintaining standards and investigating misconduct. Under the Immigration and Asylum Act 1999, immigration advisers must be registered with the Immigration Advice Authority (IAA) or authorised through a Designated Qualifying Regulator (DQR) in England and Wales, or a Designated Professional Body (DPB) in Scotland or Northern Ireland. The IAA, DQRs and DPBs are responsible for ensuring advisers are fit, competent and meet appropriate professional standards.
For advisers and organisations it regulates directly, the IAA assesses fitness and competence as part of registration, requires organisations to renew their registration annually, conducts audits, and can investigate complaints and take regulatory or enforcement action where appropriate.
The Solicitors Regulation Authority (SRA) exercises The Law Society of England and Wales' functions as a DQR for solicitors and undertook thematic reviews of immigration and asylum legal services in 2022 (https://www.sra.org.uk/immigration-thematic/) and 2024 (https://www.sra.org.uk/sra/research-publications/thematic-review-asylum-legal-services/). These reviews found generally good standards of service while identifying areas for improvement. The SRA has also published guidance on solicitors' obligations when providing immigration advice, available here: https://www.sra.org.uk/solicitors/guidance/immigration-work-guidance/.
In addition, the Legal Aid Agency monitors providers of legal aid funded immigration and asylum advice through independent peer reviews, which assess the quality of legal work, and contract compliance audits.
I thank the Secretary of State for her statement and for accepting all the review’s recommendations. Antisemitism and all forms of prejudice and racism undermine public order and safety, and they need to be challenged wherever they appear. How food reaches us is important, and 40% of British food is imported, almost all of it by sea. The combined value of British imports and exports by sea is around £1 trillion. During a crisis, it will be the role of the Royal Navy to protect that essential trade and ensure that imports reach Britain. What is the Minister doing to ensure that the Royal Navy is ready for that role, should we need it?

I thank my hon. Friend for raising such an important topic. Protecting the vital sea routes on which Britain depends is a fundamental task of the Royal Navy. We are strengthening these capabilities through the strategic defence review and defence investment plan, including through investment in the hybrid Navy, which will bring together crewed warships, submarines and uncrewed systems.
I am sure that the Minister will be aware that care leavers represent some of the most vulnerable children and young people in our society, yet they are over-represented in our prisons. Indeed, a pilot conducted by Catch22 worked across 135 local authorities, supporting and working with care leavers who...

I welcome the Minister’s response. As a member of the International Development Committee, I regularly hear about conflicts such as the wars in Gaza, Lebanon and Yemen, in which Iranian proxies are actively fighting, destabilising those countries, and causing death and despair. What steps she is taking to improve support for SEND students and families transitioning to secondary and post-16 education.
What steps she is taking to improve support for SEND students and families transitioning to secondary and post-16 education.
New digital Individual Support Plans will set out the educational needs of children and young people with SEN and the support required to help them thrive, bringing information together in one place to support students and their families to experience smoother, better-informed transitions. We are also introducing new expectations for planning for post-16 destinations to begin at least 12 months before students leave school.
A constituent’s 11-year-old autistic daughter attempted suicide last year, and she continues to experience severe anxiety and autistic burnout. The family still have no clarity about her education provision for this new term. Will the Government ensure that schools are able to offer placements to children like my constituent’s daughter only when they have the staffing expertise, resource and specialist support necessary to meet that child’s identified needs?

I am deeply sorry to hear about the experience of my hon. Friend’s constituent; nobody should have to go through that. We want every school to be an inclusive school, in which there teachers are trained and there are experts on hand to support children, so that no one is in that position in future.

I thank my hon. Friend. He could not have said that more clearly. This is absolutely about inequalities in the health service. He has explained and expressed that extremely well. I know that he, like me, will continue to advocate for people from ethnic minority and diverse backgrounds.
