The Minister has just confirmed that the benefits bill will continue to grow. He also seems to have confirmed the Prime Minister’s position that national security
“cannot come at the expense of social security.”

Is that correct?

The hon. Member will be relieved to know that spending on working-age adults’ and children’s welfare is forecast to be 4.9% of GDP at the end of the current Parliament, as it is now. Overall welfare spending is forecast to rise by less than half as much in this Parliament as in the last, by just over 0.3 percentage points by 2030-31 compared with 0.7 percentage points in the last Parliament. This Government are putting right the problems that they inherited.

In March, the Office for Budget Responsibility published its official forecast, predicting that at the end of the current Parliament, in 2029-30, UK welfare spending will be about £390 billion. The OBR will update that forecast in the Budget, which will take place on Wednesday fortnight.

I thank the Minister for that answer, but of course for my constituents it is not No. 10 North, but “No. 10 Midlands”. According to a freedom of information request, tens of thousands of pounds have already been spent setting up No. 10 North, including £10,500 on branding, £1,700 on crockery and nearly £1,000 moving a replica Downing Street door. Does he think that this represents good value for money, and will he commit to publish annually the full cost of running No. 10 North, including staffing, travel and security?

For me, as a north London MP, visiting Manchester is very much going north, but it is fantastic to go up there and meet local businesses when I do so. On the hon. Member’s specific question, the expenditure on No. 10 North will of course be published in the usual way, along with the Cabinet Office accounts.

No. 10 North will drive growth in every postcode of the country, working alongside mayors, council leaders and businesses from across Britain. The costs of setting up and running No. 10 North are covered by existing Cabinet Office budgets.

Nearly 100,000 hospitality jobs have disappeared in two years. Pubs, hotels and restaurants across the Scottish Borders are struggling with higher employment costs. When will the Labour Government cut their tax on jobs?

We are providing a 20% cut in business rates for pubs in England. I urge the Scottish Government to do the same for Scottish pubs.

A stronger Wales in a stronger United Kingdom—that will be my driving principle as Secretary of State for Wales, building on the outstanding work of my right hon. Friend the Member for Cardiff East (Jo Stevens). Just last week, the Prime Minister and I saw the strength of our Union in action on a visit to Port Talbot, where the UK Government have invested nearly £700 million to secure the future of Welsh steel, protect jobs and re-industrialise Wales.
Strong transport links between the nations of our United Kingdom are vital to strengthening the Union. However, since Loganair withdrew its regular Cardiff to Edinburgh service earlier this year, there is now no direct air link between the Welsh and Scottish capitals. Does the Secretary of State agree that this is a backwards step for connectivity in the UK, and will he work with the Transport Secretary, the Welsh and Scottish Governments and Loganair to see if that route can be reinstated?

Cardiff airport plays a crucial role in connecting our United Kingdom. We of course want the maximum number of flight routes between Cardiff and the rest of the UK. Loganair, as a commercial operator, makes decisions on the basis of the commercial realities it is facing. If the hon. Gentleman would like to write to me with any ideas he has about how we might get back to the table on the issue, I would be happy to engage on that basis.

The hon. Gentleman makes an important point. Part of the reason why the Scottish Government have not invested in the route—I notice that none of the Scottish National party Members are present—is that they see it as a road going to England. Perhaps they make decisions to invest in other...

The Minister said that National Highways is engaging with the Scottish Government, but it is really important that there is engagement at ministerial level. There is cross-party support for improvements—I think we all recognise their importance—but unless we get that ministerial drive pushing it forward, I do not think we...

Many of my constituents work at Torness power station and are deeply disappointed that the SNP Government are blocking new nuclear development in Scotland. Does the Secretary of State agree that the nuclear industry provides highly skilled jobs and that it is a grave mistake by the SNP Government to block them coming to Scotland?

Yes. On that there is cross-party consensus. I can attest to that as the constituency Member of Parliament in Lothian East, where we have had decades of not just sustainable power that is carbon-free, but really high-quality jobs, excellent apprenticeships and stimulus to the local economy. I know the contribution of the hon. Gentleman’s own constituents to the work in Torness. We want to see life beyond 2029-30.
