That comes down to activity undertaken to enforce the rules and to educating cyclists about the importance of following road safety directions. I am aware of cyclists who go through red lights. It is unsafe. It is part of our THINK! education campaign to help cyclists to know what is good behaviour on our roads.

To ask the Secretary of State for Health, what steps his Department is taking to correct the TTP SystmOne clinical IT software error present since 2009 and affecting around 26 million patients.
The Department and National Health Service organisations have been working closely with the Information Commissioner’s Office and the British Medical Association to support TPP to take appropriate action to respond to the TPP SystmOne data sharing issue. This work should be fully implemented by the summer. There is no evidence that records have been lost, mislaid or misused. However, there are already a number of mitigations in place to prevent potential misuse of information:
- Users’ access to records is role based and requires a smart card or password to access the system;
- All record accesses and all registrations are audited and visible to the general practitioner; and
- Patients (via SystmOnline) can now have visibility of when and where their records have been accessed.

On the subject of financial liabilities, what assessment has the Department made of the potential effect of changes to the discount rate on the amount of compensation paid out by the NHS Litigation Authority?
The Department is urgently undertaking work to understand what the impact on the NHS will be. There have been regular meetings with the NHS Litigation Authority since the announcement. The Government will adjust the NHSLA’s budget to meet the additional costs associated with the change in the discount rate.

That this House notes the key findings of research funded by the Department for Business, Energy and Industrial Strategy and undertaken by the Equality and Human Rights Commission that some 54,000 women a year are forced out of work by pregnancy or maternity discrimination, and that 77 per cent of working mothers endure negative or discriminatory treatment at work; further notes that 81 per cent of women who responded to a recent survey by the Royal College of Obstetricians and Gynaecologists and the Maternal Mental Health Alliance experienced at least one episode of a mental health problem during or after their pregnancy; is concerned that, due to a lack of free legal advice, the prohibitive cost of employment tribunal fees, and a restrictive time limit of three months, fewer than one per cent of the women affected by pregnancy or maternity discrimination bring an employment tribunal claim; welcomes the clear recommendation by both the Equality and Human Rights Commission and the Women and Equalities Committee of this House that the time limit be increased to six months for pregnancy and maternity discrimination claims; and calls on the Government to demonstrate its very welcome commitment to tackling such unlawful discrimination by acting on this recommendation at the earliest possible opportunity.

The hon. Gentleman is right. In March 2015, we published a comprehensive review into how asbestos is managed in schools. In February, the Department for Education published revised guidance on how to manage asbestos in schools, and it is our aim, over time, to eliminate asbestos in schools as schools are replaced or refurbished. In the meantime, schools need to ensure that asbestos-containing materials are undamaged and not in locations where they are vulnerable to damage.

As Lord Chancellor, I made a decision to lower the discount rate. Not to have done so would have been unlawful. Under the law, I may only consider the impact on victims, not defendants. As I have said, the system needs to be reformed, because I do not think it is right that a discount rate is set on an ad hoc basis by the Lord Chancellor.

I have spoken to my right hon. Friend the Health Secretary to discuss the implications for the NHS. As I said, under legislation the Lord Chancellor must only consider the impact on the victim.
