What recent assessment he has made of the impact of the UK Internal Market on the Scottish economy.
The Government’s assessment is that our internal market is the essential basis on which businesses are able to trade freely across the United Kingdom, minimising red tape and maximising opportunities. In Scotland, 60% of outgoing trade is with the rest of the United Kingdom—more than with the rest of the world combined.
The internal market is beneficial for all parts of the United Kingdom. It is, however, more important to those areas where there is a border. Does the Minister therefore agree that the internal market should be very helpful in maintaining and developing economic activity in the borderlands area, and will he consider a second borderlands growth deal, which would certainly help the area on both sides of the border?

My hon. Friend is absolutely right: the UK’s internal market is essential to promoting economic activity, ensuring that businesses in the borders—in my constituency, in Carlisle and beyond—benefit from frictionless trade with the rest of the United Kingdom. The borderlands growth deal, which includes a £265 million investment from the UK Government, was signed in July 2021, and is developing a range of projects to further boost economic growth.

Due to the SNP’s tax rises in Scotland, anyone earning more than £28,867 will pay more income tax than those living in England. From my own experience representing a Borders constituency, I see increasing evidence of people choosing to live south of the border rather than in the high-tax Scottish jurisdiction. To ask the Secretary of State for Culture, Media and Sport, if she will bring forward legislative proposals to create an Independent Regulator for football.
This Government is committed to introducing a new independent regulator for English football clubs, to protect and promote the sustainability of English football for the benefit of fans and the local communities football clubs serve.
The Government is working at pace to establish an Independent Football Regulator on a statutory footing as soon as parliamentary time allows.

I draw the House’s attention to my entry in the Register of Members’ Financial Interests. Back in November 2020, I led a Westminster Hall debate highlighting the failings of the probate service. The service was once excellent, but that is no longer the case—I could give many examples demonstrating its continuing failures. I appreciate the Minister’s efforts to improve the service, but enough is enough. If the service has not materially improved in the next three months, will the Minister take the appropriate action and remove those who are clearly underperforming, so that the service can return to the level it once was at?

My hon. Friend and I have had some interesting discussions on this topic over the past few months. Following a recovery plan to address the concerns that he and others have raised, I can reassure him that a new management team is in place and we are now seeing a distinct improvement in recruitment, competency, productivity and call handling, and for the past few months disposals have outstripped receipts. I appreciate that the service is not yet where we would want it to be, but I can reassure him that we are starting to see some impact as a result of the measures we have introduced. I am more than happy to have conversations with him so that we can work together to improve the service further.

The past 12 months have seen the largest volume of probate applications received by the service since 2006, and that follows two years of above-average receipts. In response, we have increased staffing levels by more than 100 people and streamlined processes. We have seen some improvement, in that the level of grants issued has been running at about 8,000 more over the past two months than receipts. The average mean length of time for a grant of probate following receipt of all the documents required is now 12 weeks.

To ask the Chancellor of the Exchequer, what fiscal steps he is taking to support businesses with energy prices.
The Energy Bills Discount Scheme (EBDS) will provide all eligible businesses and other non-domestic energy users with a discount on high energy bills until 31 March 2024.
It will also provide businesses in sectors with particularly high levels of energy use and trade intensity with a higher level of support.
This follows the unprecedented package of support for non-domestic users last winter provided through the Energy Bill Relief Scheme.
