The public must have confidence that where there is clear misconduct, action will be taken by medical regulators. However, freedom of information requests that I submitted to the General Medical Council found that only 6% of doctors accused of rape were suspended or erased from the register. My FOI request to the Nursing and Midwifery Council found that about a quarter of those accused of rape or sexual misconduct were suspended or erased from the register. Does the Minister agree that the priority for regulators must be patient safety and not protecting their registrants?

I commend my hon. Friend for his campaigning in this area. He is absolutely right: where serious misconduct takes place, action must be taken. That is why our programme of regulatory reform will enable regulators, starting with the GMC, to act more swiftly. We are consulting on proposals that will give the GMC a duty to remove registrants convicted of murder, rape and many other sexual offences without going through a fitness-to-practise process.

This Government recognise the importance of a prompt announcement on visa numbers to enable the agriculture industry to plan and prepare. The Government are committed to supporting the UK horticulture sector, but it is important that the sector reduces its ongoing reliance on significant numbers of seasonal workers from overseas. We are engaging closely with the sector and other stakeholders, and will announce the number of seasonal worker visas available for 2027 shortly, in line with usual practice.
I am currently taking part in the excellent National Farmers’ Union food and farming fellowship. On a recent visit to a vegetable farm, I was told that the numbers of seasonal worker visas are announced far too late in the farming cycle for farmers to be able to plan in advance. If we are to have domestic agriculture, we are going to need some seasonal workers. Will the Government look at working with the industry so that we can plan in advance and actually run our farms and agriculture sector properly?

The Short Formations metric which is reported as a Key Performance Indicator is calculated by comparing the capacity operated against a benchmark level of planned capacity, which is agreed by each operator and reviewed at the twice-yearly timetable changes.
The services in scope for the metric vary by operator and it is not therefore possible to compare between operators or against the network average.
Separately, data from Northern Trains show that the percentage of Calder Valley services with fewer carriages than planned is below:
• Blackpool North to York: 5.8%
• Halifax to Hull: 10.3%
• Leeds to Chester: 21.8%
• Leeds to Manchester Victoria: 22.5%
• Leeds to Wigan: 12.7%
• All Northern routes: 7%
