My Lords, does the Minister agree that progress towards the 3% and 3.5% targets for defence spending can best be described as glacial? Will he undertake that the Treasury will look at imaginative ways of funding defence, in particular the innovative contribution that small and medium-sized enterprises can make, along with their access to private funding? It does not all have to come from the Treasury.

I think the reference to private companies and what defence spending can do for the economy is very important. If I have my figures right, the additional investment we will be making will create 60,000 more jobs in the private sector. So we are aware of this important point and I thank the noble and gallant Lord.

I thank the noble Lord for that question. We are reducing ODA to the equivalent of 0.3% of GNI in order, as I think everyone knows, to fund defence spending at 2.5% of GDP by 2027. We remain committed to the 0.7% target when fiscal circumstances allow, as set out in the International Development Act. Reducing ODA now is a difficult but necessary decision to respond to the pressing security challenges. With regard to Ethiopia specifically, Ethiopia is a long-standing and important development partner to the UK and one of the largest recipients of UK ODA. Ensuring the protection of civilians is our top priority. Our ODA budget for Ethiopia is £161.7 million this year, making us one of the top three donors, and that gives us a great deal of influence with Ethiopia and in the wider region.

My Lords, I am delighted to be able to come to the assistance of the Minister and can assure him that there has been very responsible coverage of this incident in Great Yarmouth, as I live not terribly far away. The Eastern Daily Press yesterday and this morning showed the ship very safely in the outer harbour, with the ammonium nitrate being handled in the way that it has been handled on many occasions in the past. I congratulate Peel Ports, Great Yarmouth and the borough council for the way in which they have carried out this operation, despite the scare stories that have appeared in the media, which, by and large, have been groundless.

My Lords, while we accept that future generations of fast jet aircraft should be able to fly off aircraft carriers and fixed land bases, will the noble Lord accept that we also have land forces that need major investment? Will he also consider that going to just 2.5% of GDP is wholly inadequate and that the conversation should be about 3% or 3.5%?

The review will, of course, look at the necessary profile with respect to air, land, sea and intelligence and technology sharing. The Government have made an absolute commitment to 2.5% and are determined to deliver on that as soon as they can.

My Lords, I am increasingly thinking this is rather like Groundhog Day. I entirely agree, but the words “war footing” are slightly alarmist. There is no doubt that we are in a considerably more unstable environment and that we need to invest in industrial capacity to rebuild our stockpiles and re-equip all our forces. As I said the other day, we have 22 ships and submarines on order. We have 1,200 armoured vehicles currently on order. The RAF has its greatest lift capacity since the Second World War. The new Chinooks announced yesterday by the Secretary of State are extremely good news.
