My Lords, while I welcome the Minister’s assurances about what needs to be done, I fear that the “how” is missing, particularly on education at school and university level. What is being done to ensure that our children are educated in knowing that the scourge of antisemitism must be stopped and that it is bad for the country as a whole? Over the last year or so, we have heard so often that action will be taken, but this action has to be effective. The sooner that happens, the better.

I absolutely agree with the noble Lord, and the Government are committing £7 million of funding to tackle antisemitism in schools, colleges and universities. We launched the tackling antisemitism in education innovation fund to help identify and tackle misinformation, improve media literacy and promote tolerant debate among our young people. We will also respond to the findings of the review led by Sir David Bell into antisemitism in schools and colleges. The review looks at whether the policies, processes and support are available to help our schools and colleges across England to identify and tackle antisemitism when it arises.

To ask His Majesty's Government, further to the Written Answer by Baroness Chapman of Darlington on 19 November (HL11658), whether any UK aid is being used to support teaching materials in Palestinian schools that promote hatred, extremism or the glorification of terrorism; and what steps they plan to take, should such...

I refer the Noble Lord to the answer I gave on 27 November in response to Question HL11630.
To ask His Majesty's Government what discussions they are having with allies, including the United States of America, to ensure that violence perpetrated by Hamas in Gaza does not spread; what steps they are taking with allies to prevent the spread of that violence; and what assessment they have made...

I refer the Noble Lord to the answer given on 21 October to question HL10148.
To ask His Majesty's Government, having regard to part 6 of the Memorandum of Understanding on Strategic Cooperation between the United Kingdom and the Palestinian Government on education, published on 28 April, what recent discussions they have had with the Palestinian Authority to determine whether any UK aid is being used to...

The UK has a zero-tolerance approach to fraud and robust controls against the diversion of aid. We select our partners for the strong safeguards they have in place, which reduce delivery risks and will ensure the maximum impact of UK aid for Palestinians.
My Lords, when I spoke at Second Reading of the Assisted Dying Bill in 2021, I expressed grave concern about the “hidden persuasion” being used by family members, encouraging loved ones to take their own lives. This means that by words or conduct a patient is made to feel guilty...

To ask His Majesty's Government what assessment they have made of Turkey's financial, military, and political ties with the proscribed terrorist organisation Hamas; and what plans they have to address concerns about a member of NATO financing Hamas.
To ask His Majesty's Government what assessment they have made of Turkey's financial, military, and political ties with the proscribed terrorist organisation Hamas; and what plans they have to address concerns about a member of NATO financing Hamas.
The Government has proscribed Hamas as a terrorist organisation and condemns its unacceptable attacks against civilians. Turkey has not proscribed Hamas, which is a sovereign decision. The UK supports Turkish efforts to encourage Hamas and Israel to end the conflict in Gaza and is working with a range of international partners, including our North Atlantic Treaty Organisation (NATO) ally Turkey, to counter the threat of terrorism and secure a lasting peace in the Middle East.
My Lords, it is an honour to follow the noble Lord, Lord Mann, and such a powerful statement. With increased regularity, we are hearing many alarming accounts of antisemitic acts increasingly occurring at our universities. Often hidden behind apparent concern for what might be happening in Gaza, it does not...

My Lords, I make no bones about it: a vote now to recognise a Palestinian state would deliver a clear message not just to Hamas but to every terrorist organisation in the world that terrorism wins. Undoubtedly, if this Bill becomes law, it will be seen as a reward for...

I thank the noble Lord for that intervention. It so happens that I am through on this. I just wanted to add one last word, which is that we should be very proud of going ahead with this. I accept the noble Lord’s intervention and have nothing else to say...

My Lords, the deliberate abuse going on is terrible. If the Government are going to be consistent with their policy, should they not be doing something more than talking to the ambassador for Indonesia? We have seen elsewhere that they are prepared to stop trade. There is £3.5 billion-worth of trade going on with Indonesia each year. Perhaps the Government should stop some of it.

We have a range of options, as the noble Lord indicates, and these judgments can be very finely balanced around how to have influence and how to become an irrelevant voice on the sidelines. We encourage Indonesia to co-operate with the United Nations. I do not think that all we are doing is talking to the Indonesian ambassador —although of course we do that. These issues have been raised by the Foreign Secretary and by the Minister for Development, Minister Dodds, in person, in Indonesia, at ministerial level.
My Lords, it is an honour to follow the noble Baroness, Lady Bottomley, even though I am not in full agreement with what she had to say. It saddens me very much that the debate so far has concentrated on location. I will come to that in a moment, but...

My Lords, why do His Majesty’s Government not understand that imposing an arms embargo on Israel plays into Hamas’s hands? Indeed, as has just been said, announcing this on the day when it was discovered that six Israeli hostages had been brutally murdered shows the Government’s total insensitivity and lack...

My Lords, I am very honoured to be taking part in this debate today and indeed to be following the noble Lord, Lord Parekh. I am also privileged, as are we all, to have heard such powerful and moving speeches.

To ask His Majesty's Government what steps they intend to take, if any, to mitigate the impact of the Supreme Court's ruling in R (on the application of PACCAR Inc and others) (Appellants) v Competition Appeal Tribunal and others (Respondents) [2023] UKSC 28 on the legal finance sector in the...

The Government is committed to mitigating the impacts of the UK Supreme Court judgment of PACCAR and returning to a pre-PACCAR regime for third party litigation funding at the first legislative opportunity. We are actively looking to find appropriate legislative vehicles.
To ask His Majesty's Government what assessment they have made of the impact on access to third-party litigation funding of the Supreme Court’s judgment in R (on the application of PACCAR Inc and others) (Appellants) v Competition Appeal Tribunal and others (Respondents) [2023] UKSC 28.

A Government amendment to the Digital Markets, Competition and Consumer Bill seeks to mitigate the impact of the judgment on litigation funding agreements for opt-out collective proceedings in the Competition Appeals Tribunal (CAT). The Bill is currently being considered by Parliament.
The Government is assessing the impact of the judgment and considering options for non-CAT proceedings.
My Lords, I am heartbroken and bitterly angry at the heinous, profoundly evil crimes committed in Israel on 7 October by the terrorists Hamas. Killing innocent civilians, butchering children, torturing, beheading, burning victims to death and seizing some 222 innocent people, adult and children alike, to be dragged into Gaza...

My Lords, I congratulate my noble friend the Minister on his position. I wish him much success and joy as our Minister here.
