Will the noble Lord say how many IPP prisoners he has met and talked to within the last four weeks, and what he has learned from those conversations?
The last IPP prisoner I met was in HMP Birmingham—I think I was there three weeks ago. He was back on recall and facing further charges. The nature of the conversation was quite troubling, because I learned from him that he felt safer in prison than in the community. Also, he did not think that open prisons were always that good for long-term complex prisoners, which surprised me because I am a big fan of open prisons, having recruited lots of people from them. I went away with the challenge of how we ensure that IPP prisoners, when they go to open conditions, are not brought back. Too many go there quite quickly and then come back.

My Lords, has thought been given to the support that families can give to these prisoners? Their support can be important, particularly on release, in minimising the risk of their having to be recalled because they have broken the rules.
The noble and learned Lord is exactly right: families play a huge role—it is employment, it is housing and it is families. One important thing about open prisons, for example, is that prisoners can go out on day release and reintegrate. Some 193,000 children are affected by parental imprisonment, so we need to make sure that we help both the prisoner and their family on that journey.
My Lords, should more be done to advertise the benefits of employing autistic people? I know of one employer who employs 20% of its workforce with autistic people with appropriate management. They find them to be loyal, hard-working and capable of solving problems that, in some cases, few other people can. There are real benefits in employing autistic people.

The noble and learned Lord asks an excellent question; I would love to hear after this who the employer is and see what we can learn from them. I would be especially interested to know whether that employer is a member of the Disability Confident scheme. The noble and learned Lord may know that that scheme encourages collaboration between employers, not only through peer-to-peer learning, but by specifically asking leading organisations to use their influence across their networks and supply chains. There may be things that we can learn from this employer, as well as ways that we can support them to take the message out. There is some really good news out there, and I would love to hear more about it.

The noble and learned Lord needs to look at the Benches across from me, because phase 2a of HS2, which would have run from Handsacre to Crewe and then on to Manchester, was cancelled peremptorily by one of the previous Conservative Prime Ministers at virtually no notice and without some of the consequences being either foreseen or requested afterwards. This Government are keeping the land that has already been purchased, and we are thinking carefully about what needs to be done north of Birmingham to Crewe and to Manchester.

Absolutely. Staff undertake a rigorous training programme that provides a holistic view of the scheme and includes a module on the history of the scandal. It includes clips of people from the Windrush generation, as well as case studies, to provide insights into the way in which individuals have been affected. It also focuses on important skills, such as telephony skills and communication. Staff regularly deal with vulnerable people and have the ability to pass on particular areas of concern to organisations such as the Samaritans if there is a requirement because of other potential issues. All staff undertake a mandatory “face behind the case” training course, and we are committed to learning the lessons from the scandal to ensure our caseworkers are both empathetic and fully trained.

The noble and learned Lord is absolutely right about that. That is why, for example, we are improving the ability for staff in early years settings to identify special educational needs. It is why we are also developing a national professional qualification for the special educational needs co-ordinators, who will play an important role in that assessment, and why we have invested in recruiting more educational psychologists, who play a really important role in assessment.

The Parole Board is the best way to determine whether someone’s risk is sufficient to be managed in the community. It is important that when IPP prisoners go in front of the Parole Board, they are prepared in a way to have a successful release. That is why the IPP action plan is the right way to go, and why we are seeing significant increases in the number of people released and rereleased. We need to make sure that the IPP action plan works but also—this is one of the things I am doing for most of my days—that our prisons are good prisons that rehabilitate people and that when they leave, they do not come back.
