My Lords, I am disappointed that the noble Lord, Lord Hannay, has scratched because he is a valuable member of our committee and always has plenty to say on this subject. However, he has chosen to do that and the Floor is therefore mine. I thank the noble Lord, Lord...

My Lords, many emerging markets are relying on the RMB for funding, which will form the cornerstone of the BRICS payment system. Will the Government review this overzealous regulation—which the noble Baroness referred to from the retail side—but from a commercial side, which is forcing British banks to withdraw from funding in emerging markets?

My Lords, I declare an interest as a member of the International Agreements Committee, chaired magnificently by the noble and learned Lord, Lord Goldsmith. I like to big him up because it is good to be kind to the headmaster. You never know, you might catch the selector’s eye every...

—giving us the opportunity to have this debate. Yes, she is absolutely marvellous. This could be a Morecambe and Wise show in a minute if my noble friend Lord Vaizey does not shut up—and I know who is wise.

I was interested that the noble Lord, Lord Gardiner, said to us...

My Lords, it is a pleasure and a privilege to follow the noble Baroness, Lady Hayter of Kentish Town. I have sat on the International Agreements Committee with her for a number of years. She chaired it magnificently before handing back to the noble and learned Lord, Lord Goldsmith, who...

My Lords, I greatly welcome my noble friend the Minister to his place—or the return to his place, as it has appropriately been said. He will bring great vigour and energy to this job as he done in his business life beforehand. The thing that has impressed me most about...

My Lords, I am extremely grateful to my noble friend Lord Howell for his kind and generous remarks, as I am to my noble friend Lord Goodlad. I agree with every single word my noble friend Lord Howell said, with one exception: Kigali was not about Heads of Government; it...

My Lords, I shall speak to the amendments tabled in the name of my noble friend Lord Mancroft, who, sadly, has fallen to the Covid virus, and we of course wish him well. It falls to me to take on the challenge of trying to persuade the Government, who so...

My Lords, I thank those who have spoken so eloquently, including those who have supported my amendments.

The Government really are in a mess on this subject. They cannot defend the reason for the committee. They do not know who is actually running these decisions—whether it is Ministers or the Government....

My Lords, I cannot tell you what a pleasure and honour it is to follow my noble friend Lord Spencer of Alresford’s maiden speech. What an excellent speech it was. We started in the City together in the 1980s and, frankly, I have been living in his shadow ever since....

It also has education, sport, friendship and the 16% Commonwealth advantage. Believe me, the Commonwealth brand is still strong.

My Lords, I am grateful for this opportunity to speak. I am particularly grateful to my noble friend Lord Howell, who has been nothing but a champion of the Commonwealth for so long and a huge support for me and my organisation. I am also flattered by the words of...

My Lords, I am very grateful to the Committee for allowing me to speak, and to the Minister. I attended all of Second Reading but did not choose to speak; I am very grateful to be allowed to now.

I do not envy my noble friend the Minister taking this Bill...

I am very grateful to noble Lords for letting me speak again, as I want to press the Minister further. Having taken on board this very strong opinion from all parties that the committee should come under scrutiny and there should be a much more detailed plan as to its...

My Lords, I apologise that a technical glitch prevented me speaking much earlier today, and I am grateful that the Chamber should allow me to speak. However, I make no apologies for wearing this suit; at a grand reception at Buckingham Palace, His Royal Highness came up to me and...

My Lords, I am afraid that we are in danger of armchair meddling in an ancient tradition that is of benefit to our countryside. This is part of a continued onslaught on rural Britain and its management. It is not as if we are not living in a green and...

My Lords, we welcome the positive report by the Bank of England—it has not always been so positive. However, we must be mindful that it did not take into account the extension of the furlough scheme until October and its total cost of £100 billion. Would my noble friend the Minister like to comment on that and perhaps ask the Bank of England to revise its estimation, given the changes to the government handouts that have just happened?
