My Lords, is the Minister aware that the noble Lord, Lord Pearson, and those of his ilk would not be satisfied if every programme that the BBC broadcast on current affairs started with a litany which said, “Confusion to the Commission and down with the tyrannous EU!”? My Lords, for the life of me, I do not understand why the Government have set their mind so firmly against the idea of having an identity card or identity document. It is common practice in many parts of the world. If the Government, in their rush to Brexit, wish to control immigration, it seems to me that the most obvious thing they should do is to have some form of common identification to show that people are United Kingdom citizens.

Why on earth do the Government not accept the evidence and do the same?
