My Lords, the Minister will be aware of the central role that Harland & Wolff is intended to play in delivering the national shipping strategy, supported by significant investment from Navantia UK, which will create many hundreds of new highly skilled, well-paid jobs in Belfast. What support if any can His Majesty’s Government provide to ensure that the Northern Ireland skills base is ready to supply enough properly qualified workers to fill these vital roles?
My Lords, the Minister will be aware of the central role that Harland & Wolff is intended to play in delivering the national shipping strategy, supported by significant investment from Navantia UK, which will create many hundreds of new highly skilled, well-paid jobs in Belfast. What support if any can His Majesty’s Government provide to ensure that the Northern Ireland skills base is ready to supply enough properly qualified workers to fill these vital roles?
The noble Lord will know as well as I do that if you went to Belfast a few years ago, as I did many times, you saw a derelict shipyard with nothing there. Now, you see investment going into Harland & Wolff and orders being placed there for the building of ships. It is a great credit to the people of Northern Ireland and the people of Belfast that this is happening. The Government are investing in shipbuilding.
On skills, which the noble Lord mentioned, he will know that Northern Ireland was given a growth deal, which can be used for skills. He will also know that just a couple of days ago, Queen’s University Belfast
became part of the Defence Universities Alliance, which will also help with that. The blunt reality is that we need to invest money in our shipyards across the UK. We are doing that in Belfast, as well as other areas in the country.

The 25th anniversary of the disbandment of the Royal Ulster Constabulary and the establishment of the Police Service of Northern Ireland provides an opportunity to recognise the work of both organisations to keep the public safe and protect life, often in the most challenging of circumstances.
Belfast will host this year’s National Police Memorial Day service, providing a fitting opportunity to pay tribute to the many officers who lost their lives in the course of duty.

On 18 June the Secretary of State for Northern Ireland announced a £4 million one‑off in‑year funding provision to provide immediate support to the Police Service of Northern Ireland given the significant challenges they faced in confronting the disorder.
The emergency funding will help with the costs incurred by the PSNI during the disorder, including the cost of the Mutual Aid support and overtime paid to police officers.

The budget for the Ministry of Defence (MOD) to 2028-29 (RDEL) and 2029-30 (CDEL) was set via the Spending Review 2025 and will be reviewed along with all other departments in Spending Review 2027.
This budget supports the Prime Minister’s commitment to reach NATO qualifying defence spending of 2.6 per cent of GDP by April next year.
The Defence Investment Plan will set out MOD's plans to ensure resources are directed effectively to meet its priorities and deliver value for taxpayers. We are working hard to finalise this, and it will be published soon.
My Lords, e-scooters cannot be used legally anywhere in Northern Ireland, except on private land with the owner’s permission. However, according to the most recent figures, three people have died and 51 have been seriously injured in Northern Ireland due to e-scooter collisions. Under current legislation, the PSNI must issue a warning before any e-scooters can be seized. Does the Minister agree that the removal of this legal obstacle, enabling officers to act immediately, would be incredibly helpful in enabling them to better protect the Northern Ireland public from reckless e-scooter riders?

The Crime and Policing Act 2026 gave police stronger powers to seize vehicles being used anti-socially, without first
requiring a warning. It also introduced new respect orders enabling police and councils to ban persistent offenders from areas where they cause harm. I am not familiar with whether that legislation applies to Northern Ireland, but I will write to the noble Lord to confirm that.

The Government is working closely with industry to ensure the resilience of jet fuel supply and the continuity of commercial aviation operations.
The UK has robust and diverse jet fuel supply chains, including domestic production and imports via multiple international routes, and both aviation fuel suppliers and airlines maintain fuel reserves to support operational resilience.
We are engaging with industry partners to monitor supply and demand, and to develop contingency options should disruption arise. Northern Ireland airports and airlines serving Northern Ireland have been involved in these conversations.

The Ministry of Defence will launch the Northern Ireland Defence Growth Deal in Spring 2026. The Deal will combine defence and wider government investment to support companies across a number of sub-sectors that are key for defence and align with Defence’s strategic priorities. The Deal will harness NI’s defence and dual-use strengths, driving innovation and increasing competitiveness – in line with the Defence Industrial Strategy.

The Government recognises the critical role of subsea telecoms cables for international connectivity.
The Government works closely with international partners, including Taiwan, to ensure the security and resilience of subsea telecoms cables. This includes engaging bilaterally with priority partners and multilaterally through NATO, the EU and the International Telecommunication Union (ITU).
This engagement focuses on preventing damage to cables, incident preparedness and response and ensuring cables are laid in the right places to serve UK interests.

Can the Minister update the House on precisely what progress His Majesty’s Government have made in delivering this strategy in the six months since it was published and what benefits it has brought to the people of Northern Ireland?

As the noble Baroness, Lady Foster, said, there have been meetings in Northern Ireland to drive the strategy forward. We are hoping to make an announcement about the growth deal for Northern Ireland to build on the consultations that have taken place. Northern Ireland is home to Thales and a diverse range of defence and dual-use industries. The country is recognised as a leading cyber security hub, boosted by the Queen’s University Belfast Centre for Secure Information Technologies and Momentum One Zero. It is also a critical home to Thales and Harland & Wolff, companies that are critical to our support for Ukraine and our maritime strength. That is a good news story for Northern Ireland and for the whole of the UK.
