My Lords, the late Lord Hailsham used to say that if the House of Lords were abolished, we would have an elected dictatorship. Sometimes I wonder whether this House in its present state would be strong enough to stand up to a House of Commons of the extreme left or...

Is the Minister aware that a number of authorities cut down on the officials working in the polling stations for reasons of economy, thus preventing many electors from voting because the queues got longer and longer and moved more and more slowly? Will the Government ensure that this sort of petty economy is not used to deprive people of their vote?

My Lords, given the long queues to which the Minister referred, particularly in the evening, which prevented so many people getting to a polling station in time to vote, will the Government consider making polling day a bank holiday so that voting can be spread throughout the day? This would be of help to people who have to work in the daytime and cannot get to the polling station until the evening, sometimes after travelling long distances.

My Lords, I am very glad to follow the noble Baroness, Lady Warnock. I am sure that we are all grateful to my noble friend Lord Janner for introducing this Bill, which, as he said, has already been passed by another place. The power that the Bill gives to national...

My Lords, I wish to ask my noble friend about short-notice travel. If I decide one morning that I wish to spend the rest of the day in Paris, which has been possible hitherto by Eurostar, will that still be possible, or will the travel authorities require longer notice to fill out a questionnaire about my plans and movements before I am allowed to leave the country? This is becoming very draconian.

My Lords, is the noble Lord aware that the exhibition would attract more visitors if it had a better title than ““A Changing House””, which does not do justice to its excellent contents or to some important innovations? The noble Earl mentioned hereditary Peers, but women Peers were allowed to sit here for the first time in the House’s history, to our great advantage.

My Lords, the undertaking was given by the noble and learned Lord, Lord Irvine, on the understanding that the main reform would follow very shortly afterwards, probably in the next Session. That was nine years ago. We are now told that no further reform will happen in this Parliament—that makes...

The last White Paper clearly says that in the event of reform, Members of this House would not be allowed to stand for membership of the House of Commons. It is silent on what Members of this House would be allowed to do in a reformed Chamber. Will they be...
