My Lords, does the Minister accept that the key people in the creation of safety in the railways must be the operators? The operators
must own safety on their railways, which has been very difficult under the privatised structure that we, fortunately, are bringing to an end. It is crucial that Great British Railways has safety at the top of it and that we do not simply look at all these recommendations and implement them. They can become infinitely expensive. The key objective for the operator must be to reduce risk to as low as reasonably practicable.

It is crucial that Great British Railways has safety at the top of it and that we do not simply look at all these recommendations and implement them. They can become infinitely expensive. The key objective for the operator must be to reduce risk to as low as reasonably practicable.
My noble friend, with his particular experience, brings a very important point to this discussion. With the creation of Great British Railways, it is essential that we allow the robust legal framework to continue. Safety is absolutely at the heart of that work. Great British Railways is working with the operators and with everyone in the system for the benefit of the passengers who use the railways.

Open access, on the other hand, tends to create conflict, encourages gaming the regulator and inhibits evolutionary change. Will the Minister exercise extreme caution when considering open access bids?

I listened to my noble friend with care and respect because he has significant prior experience in running railways. He is right that we should be careful, because we are dealing with only 1% of the passengers and the rest of the network has 99%. We should be careful to allow people to innovate where innovation is a good thing and where there is space for it. We should not allow innovation where it is not a good thing, costs taxpayers money and cannot be accommodated on a very constrained network.

To ask His Majesty’s Government what recent assessment they have made of the standard of accommodation at military bases.
My Lords, since 2021, Defence has invested £1.5 billion across its accommodation portfolio, with thousands of homes being refurbished in the last financial year and more to be upgraded in this financial year. Currently, 96% of all service family accommodation meets or exceeds the Government’s decent homes standard and, although there is no national standard or comparator for military single-living accommodation, we hold ourselves to the defence minimum standard, which spans key issues such as safety, water, ventilation and heating among other factors, as outlined in our defence accommodation strategy.

My Lords, is this not an example of the malaise that we have in the handling of veterans? Veterans are unhappy and we are in a bad situation with both recruitment and retention. Over 76% of veterans are dissatisfied with the Armed Forces compensation scheme and 500 veteran households are declared homeless every three months. Establishing an independent Armed Forces commissioner as a voice to improve service life and fully incorporating the Armed Forces covenant into law would give veterans the legal support that they deserve. Would the Minister support these measures?

My Lords, all Governments take the issues of veterans extremely seriously. As I said earlier, the Veterans’ Strategy Action Plan is a further attempt to offer veterans additional support as they leave our Armed Forces, on employment, housing and all sorts of issues that are peculiar to veterans having served our country. It is only right and proper that we should continue to press those as hard as we possibly can.
