That this House is dismayed at the conduct of the Conservative-led cabinet of Newcastle-under-Lyme Borough Council in again writing-off, behind closed doors, business rates owed by companies connected to former Councillor Peter Whieldon; believes it has again failed to show leadership by not making public comment about Mr Whieldon and his associates' continuing shameless conduct; notes that this is the fourth time in four years it has written off, in secret, debts owed by their insolvent companies; further notes that the ??22,608 and ??9,248 written off in respect of Stones Entertainment Limited (The Albion Inn) and T1V Limited (Union, former Bull's Vaults) brings to ??91,128 the rates their collapsed companies have avoided paying in Newcastle; further notes that total bad debts left behind by their trail of insolvencies in North Staffordshire now tops ??1.6 million, including over ??250,000 to HM Revenue and Customs; further notes that honest traders in town, who pay their dues, are appalled by this conduct and the council's lack of courage; calls on Companies Investigation Branch and the Registrar of Companies to swiftly conclude enquiries into directors' and shadow directors' conduct at the 13 companies which have serially collapsed; and further calls on the Leader of Newcastle Council and members of its cabinet to join the hon. Member for Newcastle-under-Lyme in asking HM Revenue and Customs to review the tax affairs of those involved and for Staffordshire Police, in co-operation with all agencies, to investigate prima facie evidence of a long-running conspiracy to defraud creditors.

That this House is concerned that the planned merger of Warwick Horticultural Research Institute (HRI) and the University of Warwick's Department of Biological Sciences will result in the closure of the internationally renowned Wellesbourne site, further eroding the UK's applied agricultural and horticultural research capabilities at a time when policy imperatives recognise the urgent need for such research to address the threat to food security posed by population growth, climate change and environmental degradation; calls for the redundancy process facing most of the academic and skilled technical staff at Warwick HRI to be halted pending a proper independent review of the potential impact this merger will have on the UK's ability to meet future food security objectives; and asks the Secretary of State for Environment, Food and Rural Affairs personally to intervene to ask the University of Warwick to consider the impact of this decision on the UK's agri-food science base.

That this House condemns the decision by Carlsberg to close the Tetley's Leeds Brewery and transfer brewing of Tetley's cask ales to Wolverhampton and Tetley's Smoothflow to Tadcaster; notes that Tetley's ales have been brewed in Leeds for 187 years and that Tetley's is an iconic Leeds brand; believes that this is a decision made in the interests of corporate greed with no regard for Tetley's heritage as a famous Leeds beer; deplores the potential loss of 170 jobs from the Leeds Brewery; further believes that Carlsberg has betrayed Tetley's and Leeds; and calls on the people of Leeds to show how they feel about the decision and boycott Carlsberg lager.

That this House notes that women detained in Yarl's Wood Immigration Removal Centre have been on hunger strike since 5 February 2010 in protest against being detained for up to two years; condemns the detention of victims of rape and other torture, of mothers separated from their children and anyone who does not face imminent removal; believes that such detention flouts international conventions and UK immigration rules; requests that HM Inspector of Prisons urgently carries out an independent investigation into reports of violence, mistreatment and racist abuse from guards, being kettled for over five hours in a hallway, denied access to toilets and water and locked out in the freezing cold, which women have made to their lawyers, the media and supporters, including the All African Women's Group and Black Women's Rape Action Project; and calls for a moratorium on all removals and deportations of the women who took part in the hunger strike pending the results of that investigation.

Does my hon. Friend agree that we should base our working year on our constituents' working year, and that there is absolutely no reason why we should have such incredibly long holidays?

I entirely agree with my hon. Friend, but it is more a rebalancing of two distinct roles: that of the Executive—who have a role of their own in proposing legislation, imposing taxation and taking action on behalf of this country—and that of this House. The two are often confused, but...

Certainly not. He is first, foremost and always a democrat. In the excellent speech in which he effectively introduced the motion—I hope the Leader of the House will forgive me for saying that—my hon. Friend said, "We are nearly there." The question is, who are the "we" and where is...

I do agree. The interesting thing about the report is that it tends to concentrate on structures. They are a necessary and vital first step in achieving reform, but they are not in themselves sufficient. We will also have to change the culture of this place if we are to...

I am not entirely sure which Parliaments my hon. Friend has been a Member of if she really thinks that this is a Parliament of free and independent minds. She seems to have lived through a different Parliament than the one that I have lived through. We are on the...

We could go on with interesting hypotheses, but the hon. Gentleman makes a good point.

It is a pleasure to follow the hon. Member for Oxford, West and Abingdon (Dr. Harris), and to pay tribute to the part that he has played in getting us where we are today. He played an enormous part in ensuring that the amendment was tabled, and in working so...

I entirely agree with my hon. Friend, as I do on so many occasions. The importance of local party democracy is central. Although throughout this debate we have identified the importance of this House in holding the Government to account, the other thrust, which we have perhaps not discussed enough,...

That this House is aware that Fujitsu Services provides vital services to the private sector and central and local government; notes that Fujitsu Services' profits more than doubled last year to the highest ever level of ??177 million; recognises that Fujitsu was able to pay out ??1.6 million in compensation for loss of office to two directors and contrasts this with its proposal to change its final salary pension scheme for its 11,000 UK-based employees that will see it closed to existing employees for future accrual phased in from March 2011, effectively amounting to a pay cut of 20 per cent.; further notes that Fujitsu Services still plans to make people compulsorily redundant on 31 January 2010 despite reducing the original proposed 1,200 job cuts down to fewer than 100; further notes that the company has imposed a pay freeze; understands that in reaction to this there have been six days of strike action by Unite members; and calls on Fujitsu management to address the genuine concerns of loyal and hard-working employees and for Fujitsu and Unite to sit down together and negotiate in good faith to resolve this dispute.

That this House believes that it is vitally important to involve, rather than simply instruct, people and communities and local authorities in efforts to combat climate change; notes that the Sustainable Energy (Local Action) Bill, introduced by a cross-party group of hon. Members, will set in motion that process by giving councils and citizens a co-operative role in drawing up and implementing sustainable energy plans whose objectives would be to help combat climate change, protect energy security and alleviate fuel poverty; further notes that the bottom-up mechanisms in the Bill are based on those in the Sustainable Communities Act 2007, which was warmly supported on all sides of the House; and therefore supports the measures in the Bill and hopes they will be enacted soon.

That this House welcomes the launch of the public fundraising campaign to save the Staffordshire Hoard, led by The Art Fund working with Birmingham City Council, Stoke-on-Trent City Council, Staffordshire County Council, Lichfield District Council and Tamworth Borough Council; recognises the national importance of the Hoard as the largest collection of Anglo-Saxon gold ever found on UK soil, which has the ability to shed new light on the lives of Anglo-Saxon people and the historically significant region known as Mercia; notes that the campaign has until 17 April 2010 to raise the required ??3.3 million to keep the treasure in the West Midlands, or it may be sold on the open market; and urges parliamentarians and members of public alike to donate to ensure that this unprecedented find is kept together on public display at Birmingham Museums and Art Gallery and the Potteries Museum and Art Gallery in Stoke-on-Trent.

That this House recognises that people who are victimised in the workplace or treated unfairly in the recruitment process need to be able to challenge employers and seek redress; understands that a very small number of serial litigants are abusing this right for financial gain and condemns their actions; does not accept that these individuals are a big problem, and does not believe that measures designed to expose them should jeopardise the employment prospects of the vast majority of genuine victims; further condemns the launch of a website by Gordon Turner of Partners Employment Lawyers and Damian McCarthy from Cloisters Chambers which allows employers to find out if a person has taken an employer to tribunal in the past; believes that such a website could be used to screen unfairly applicants who have legitimately taken their employer to tribunal in the past, which runs contrary to the Government's progress on dealing with the victimisation of trade union members; is concerned that such a website would be in breach of data protection laws; and calls on the Information Commissioner's Office to investigate whether the website is compliant with the Data Protection Act.

If the hon. Gentleman is making a case for the separation of powers between the Executive and the legislature, as happens under the American political system, he would find certain Members of the House—including some members of the Committee—most sympathetic. However, I believe that separating powers will bring more problems....
