The Government recently consulted on a range of options to restrict ground rents for existing leases. We asked questions about the impacts of the options on different stakeholder groups and how a cap would work in practice. This included questions on how freeholders use ground rent currently, and whether there are costs that freeholders meet through ground rent which are more appropriately suited to the service charge.
We are carefully considering the responses we have received and will set out next steps in due course.

Service charges should be transparent, reasonable and there should be a clear route to challenge or redress if things go wrong. The Leasehold and Freehold Reform Bill will help make this reality. The Minister may be aware that I used to be the victims Minister, and when I was in that role, I tried to stand up for victims whose loved ones had been killed by road traffic incidents. It is fundamentally unfair that if someone is charged with death by careless driving, as compared with death by dangerous driving, the case is not appealable by the victim for leniency. Is that something we are still looking at, as was the case when I was in the Ministry?

I share my right hon. Friend’s profound concern about death caused by either dangerous or careless driving. As he knows, it was the Conservative Government who created a criminal offence of death by careless driving.
I will just make two points. First, on 28 June 2022, the maximum penalty for the offence of death by dangerous driving was increased to life—previously, it was 14 years. Secondly, we have just agreed to extend the unduly lenient sentence scheme so that the complainant will have 28 days to put in their appeal to the Attorney General and the Solicitor General, who will have a further 14 days to contact the court. We hope that that will encourage more applications, and of course, we keep the category of offences under careful review.

That this House recognises that coeliac disease is a serious autoimmune disease affecting 1 in 100 people; expresses concern that almost two-thirds of people with the condition, equating to almost half a million people in the UK remain undiagnosed, running the risk of long term complications; notes that the average time from the onset of symptoms to diagnosis of 13 years is unacceptable and highlights that it is essential that efforts are made to improve awareness of the condition amongst healthcare professionals and the public to recognise the symptoms of the disease and ensure faster diagnosis; notes that there is no national leadership and accountability for coeliac disease within NHS England and calls on the Government to take steps towards reducing the time to diagnosis by installing national accountability and leadership within NHS England for coeliac disease.

I have been working with the Environment Agency to address a small flood problem on the River Gade in my constituency. The Environment Agency has been very helpful, and has met with me. In another part of my constituency, the River Ver has been flooded with sewage yet again. That is unacceptable, and the Environment Agency
needs to take it seriously and take action against the water companies, rather than just saying, “We’ll work with you.” Action is what my constituents want.

I agree. That is why we are increasing fourfold the number of inspections, so that water companies are not marking their own homework. It is why we have the plan for water, introduced by the former Secretary of State, my right hon. Friend the Member for Suffolk Coastal (Dr Coffey), and significant additional investment. It is why we are taking tougher enforcement action, with the biggest ever criminal prosecution of water firms by the Environment Agency. It is also why we are taking action on things such as bonuses for companies that commit serious wrongdoing.
