To ask the Secretary of State for Education, whether her department has considered providing an exemption to the new regulations for the Free Breakfast Clubs Programme for primary schools if provision is already in place.
To ask the Secretary of State for Education, whether her department has considered providing an exemption to the new regulations for the Free Breakfast Clubs Programme for primary schools if provision is already in place.
The government is committed to delivering a free breakfast club in every state-funded school with primary-aged pupils in England. Following the passage of the Children’s Wellbeing and Schools Act 2026, all such schools will be under a duty to offer a free breakfast club. New groups of schools will be onboarded in stages throughout 2027 and 2028 to ensure appropriate support is in place for implementation.
We know that many schools already offer either food-only breakfast clubs or parent-paid clubs that include childcare. Our programme is a universal offer that is free and accessible to all primary-age pupils in England. We want all families to be able to access the benefits of a healthy breakfast, reduced childcare costs and a positive start to the school day. For this reason, we expect all schools to provide the offer.
Schools will have flexibility in how they deliver breakfast clubs, in line with existing non-statutory guidance. We are keen for schools to build on their existing provision. Through the early adopter programme, we have seen numerous examples of schools successfully integrating the new programme with, or incorporating it into, their existing arrangements.
That this House recognises the important work that hospices do for local communities across the United Kingdom, in particular in providing comfort and support to patients and families in end-of-life care; further recognises the work of staff and volunteers, who provide an integral service; notes that there is a postcode lottery around hospice care, where the funding and standard of care is not equal across the country; further notes that 70% of hospices believe they would need to cut services due to rising cost pressures; acknowledges that there are great disparities between funding across the country; calls on the Government to make sustainable hospice funding a priority and provide better funding for hospices by establishing strong multi-year NHS contracts and the full funding of specialist palliative care; and praises the cross-party working that has taken place so far, but calls on all parties to progress these talks further as a priority of the Government.

Mr Speaker, as you are fully aware, we have had over a decade-long campaign to see the full reinstatement of the A&E at Chorley and South Ribble hospital. The public support it, the staff support it, the local NHS trust supports it, and the neighbouring hospitals at Preston, Wigan and Blackburn support it, but NHS England is blocking full reinstatement and will not say why. Will Ministers please meet with local MPs and all key stakeholders to get the A&E at Chorley and South Ribble hospital fully reinstated?

I thank my hon. Friend for raising this long-standing campaign, which I know is of great interest to many people in the Chamber. I welcome the fact that the trust, as I understand it, has now completed a feasibility study, which concluded that there is an evidence-based case to explore extending to a 24-hour emergency department. This work is now being developed with the ICB, and I look forward very much to seeing those proposals progress.

That this House notes with concern FIFA’s decision to refuse permission for supporters of Barrow AFC to display a flag bearing the club’s historic crest at the FIFA World Cup on the grounds that the badge includes the image of a submarine and therefore falls within FIFA’s restrictions on military or weapon-related imagery; recognises that the submarine depicted on the crest is a longstanding symbol of Barrow-in-Furness and reflects the town’s unique shipbuilding heritage and its internationally renowned role in the design and construction of submarines for the Royal Navy; further notes that the crest is an expression of local identity, community pride and industrial heritage rather than a political statement or endorsement of conflict; acknowledges the generations of workers, engineers, apprentices and skilled tradespeople whose efforts have contributed to the prosperity and character of the town; believes that sporting bodies should distinguish between historic civic symbols and imagery intended to promote violence or military activity; and calls on FIFA to review its decision, engage constructively with Barrow AFC and its supporters, and adopt a more proportionate approach that respects the cultural and historical significance of community emblems while maintaining its commitment to ensuring that football remains open and welcoming to all.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps her Department is taking to (i) create more space for nature and (ii) protect natural wildlife in South Ribble constituency.
Nationally, we are investing in habitat creation, restoration and management through agri-environment schemes. Additionally, funding under the Catchment Sensitive Farming scheme has helped reduce pollution and improve air and water quality. We also committed £60million for the recovery of threatened species.
We have supported Lancashire County Council to prepare their Local Nature Recovery Strategy, which identifies actions to restore nature and enhance biodiversity benefiting both wildlife and local communities. South Ribble supports a diverse range of habitats and species, with protected sites like the Ribble Estuary safeguarding key environments such as saltmarsh and grassland and supporting important bird populations.

The claimant count can be found by selecting “Query data” on the NOMIS home page and selecting “Claimant Count” and then “Claimant Count by sex and age” in the lists of data sources. The Geography will need to be set for the relevant Westminster constituency from the menus, and then 16-24 selected in the Age menu to access the latest 16-24 year olds on the claimant count. This counts the number of people claiming Jobseeker's Allowance plus those who claim Universal Credit and are required to seek work and be available for work.
