In common, I think, with several other Members who will contribute today, this will possibly be my last speech in the House, after 27 years of representing Sheffield, Central, and after five years before that as a Member of the European Parliament. I was first elected to public office, as...

Does my right hon. Friend agree that the trade unions have stuck within the law during the whole of this dispute and the one thing that we do not want is politicians interfering? This is an industrial dispute, not the political dispute that the Opposition are trying to orchestrate to...

That this House supports WWF's Earth Hour 2010; notes the event's record of persuading one billion people worldwide to sign up to switch off their lights for an hour at 8.30 pm on 27 March 2010; congratulates those individuals, organisations, businesses and local authorities which have already pledged to take part; further notes that many British landmarks, including Canary Wharf, Piccadilly Circus, Trafalgar Square and the London Eye will switch their lights off; and calls on the House authorities to ensure that the Palace of Westminster and all other buildings on the Parliamentary estate take part by switching off external floodlights and non-essential internal lighting.

That this House is firmly opposed to the proposed dairy unit in Lincolnshire housing up to 8,100 cows that will be kept indoors for most of the year; notes that the cows are likely to produce extremely high milk yields; further notes that the key finding of a 2009 scientific opinion by the European Food Safety Authority is that breeding for high milk yield is the major factor causing poor welfare to cows; believes that cows should be farmed in pasture-based systems as these enable them to express natural behaviours and are associated with lower levels of lameness; further believes that the proposed unit is taking UK dairy farming in the wrong direction and that the way forward lies in the use of healthy robust herds with lower milk yields but higher net margins for farmers due to lower culling rates, lower heifer replacement costs and higher sale prices for their calves and cull cows; and urges retailers and producers of dairy products not to source milk from such large-scale intensive dairy units where cows receive only minimal grazing.

May I ask my right hon. and learned Friend to make time available urgently next week to debate the Ashcroftgate affair? We are moving towards a general election, and allegations have been made that really need to be cleared up, as they go to the heart of our democracy. They...

That this House notes with deep concern recent newspaper speculation that the BBC is considering closing its 6 Music and Asian Network radio stations; believes that both radio stations offer outlets for independent and non-mainstream music; further notes that both 6 Music and Asian Network reach out to audiences not otherwise well served by the BBC; congratulates 6 Music and Asian Network for acting as a source of talent for the BBC and other media; recognises that the BBC has a duty to represent and give a platform to minority interests that need a mainstream platform to develop and grow; and calls on the Government to encourage the BBC to continue its support for 6 Music and Asian Network for many years to come.

That this House notes the pioneering contribution that those households and businesses which have installed micro-generation capacity have made in driving forward the UK's development of its own feed-in-tariff policy; further notes that under the Government's Clean Energy Cash-Back scheme new feed-in-tariff payment rates of up to 41.3 pence per kilowatt hour will only apply to new generators which installed their technology after 15 July 2009 and that those businesses and homes which installed their technology before 15 July 2009 will only receive nine pence per kilowatt hour; calls on the Government to recognise the innovation and dynamism of those people who, in breaking new ground in this area, have helped it deliver the Clean Energy Cash-Back scheme; and further calls on the Government to reward those people at the same level as those installing micro-generation capacity for the first time after 1 April 2010.

That this House congratulates the British Association for Adoption and Fostering (BAAF) on its excellent campaign Somebody Else's Child, running from 22 February 2010, to draw attention to private fostering, the arrangement where a child who is under 16 (or under 18 if with a disability) lives with someone who is not a close relative (i.e. not a step-parent or grandparent, aunt, uncle, older brother or sister) for more than 28 days; notes the legal requirement for private fostering arrangements to be notified to the local authority where a child is living; commends the efforts by national and local government and the BAAF to increase understanding and awareness of private fostering and the importance of notification; recognises that children living in private fostering have a broad range of individual circumstances, from parents working away, parents suffering ill-health or young people who have had arguments at home or other family difficulties, and that these circumstances also include some children trafficked into the UK or within the UK for the purposes of domestic slavery or prostitution; and calls on local safeguarding children boards to continue to highlight private fostering as an important safeguarding issue.

That this House supports the Robin Hood tax campaign which calls for the introduction of a financial transaction tax; notes that by taking an average of 0.05 per cent. from speculative banking transactions, hundreds of billions of pounds could be raised every year to tackle poverty and climate change, at home and abroad; believes that banks, which had a large role in causing the economic crisis, should do more than just pay back the bailouts or insure against future crises; further believes that a Robin Hood tax would be an effective and popular response, with a recent poll finding that 80 per cent. of respondents supported the introduction of a Robin Hood tax; commends the work of all those organisations backing this campaign who have mobilised their supporters to increase the pressure for such change; believes that this tax is an idea that has come of age; and urges the Government to do all possible to ensure that the Robin Hood tax becomes a reality.

That this House notes with concern evidence that the persecution of Christians is increasing around the world; welcomes the current initiative to highlight this in churches across the country on Maundy Thursday; and urges the Government to do all it can to raise and pursue concerns about human rights and religious liberty in overseas countries through the Foreign and Commonwealth Office, the Department for Business, Innovation and Skills and the Department for International Development.

Those people did not want to relinquish the power of football to independence. They wanted a board in relation to which there would be the professional game, the national game and good quality independence that could take an objective view and break the stalemate. That is effectively what we have...

That this House acknowledges BSkyB's role as a trailblazer in the pay television market but agrees with Ofcom's observation that Sky, as a vertically-integrated firm, distributes its premium sports and first run movie content in a manner that favours its own platform and its own retail business; agrees with Ofcom's conclusion that this is not consistent with fair and effective competition and has a detrimental effect on consumers in the short term by decreasing choice and increasing prices and in the long-term by dampening innovation; endorses Ofcom's proposed remedies that Sky be put under an obligation to offer its premium channels to other operators using cable, broadband, digital terrestrial and IPTV platforms at a fair regulated wholesale price; believes that this would benefit consumers unbundling sports and movies channels and making it easier and cheaper to buy premium channels on a stand alone basis without having to sign a 12 month contract; and further notes that Ofcom calculates that Sky itself would benefit from additional wholesale revenue associated with market expansion and that the market for rights holders is likely to remain buoyant.

That this House believes that the record high prison population and reducing budgets have undermined the National Offender Management Service's objective of tackling re-offending; considers that this undermines the ability of the Probation Service to function effectively; and calls on the Government to create separate operational structures, with their own directorates, for both prisons and probation.

That this House congratulates His Excellency Mr Antonio Lagdameo on his appointment as Ambassador of the Republic of the Philippines to the Court of St. James; notes the historic special relationship between the United Kingdom and the Republic of the Philippines and the never to be forgotten heroism shown by Filipino allies during World War II; further notes the shared value of respect to the treatment of animals in both countries as evidenced by recent legislation in the Philippines providing severe penalties for those convicted of involvement in the dog meat trade; respectfully requests that Mr Lagdameo conveys to his government the hope of this House that a Special Filipino Task Force is created to enforce these laws thereby eliminating this cruel exploitation of animals once and for all; and calls on the Government to offer support and advice to ensure that the practice is finally stamped out.

Westminster hall adjournment debate on the legacy of the Olympic Games 2012.
Thank you, Mr. Caton, for allowing this debate on the UK school games and the 2012 Olympic legacy. A quiet revolution has been going on in this country in school sports, particularly over the past decade. In 2000, around 25 per cent. of our young people experienced two hours of...
