That this House congratulates the Woodcraft Folk for its 80-year long contribution to the development of the youth of this country toward active citizenship; notes that this national organisation is one of the few that have truly empowered young people via its commitment to international understanding through well recognised children's and youth exchanges; also notes that in the year of the volunteer the Woodcraft Folk is featured as an exemplary case study on the Government's Sustainable Development website; is alarmed that despite all these facts Woodcraft Folk funding from the Department for Education and Skills through the National Voluntary Youth Organisations Grant Scheme has been withdrawn in this current funding round and for the next three years; and calls upon the Government to review this decision as a matter of urgency so that the valuable work of the Woodcraft Folk can continue.

That this House welcomes the Small Scale Renewable Energy Developments (Permitted Development) Bill introduced into the House by a cross-party group of honourable Members; notes that the Bill will grant permitted development status to such developments and therefore enable people to install them far more easily; notes too that the Bill promotes safeguards to ensure that visual, environmental and noise effects of such developments will be minimal; and believes that microgeneration is an exciting new way of combating climate change and of engaging people in achieving this objective.

That this House pays tribute to Peter Benenson, the founder of Amnesty International, who died on 25th February; recognises his colossal contribution to the promotion and protection of human rights worldwide; fully concurs with the comments by Irene Khan, the current Secretary General of Amnesty International, that his life was a courageous testament to his visionary commitment to fight injustice around the world, that 'he brought light into the darkness of prisons, the horror of torture chambers and tragedy of death camps around the world' and that he was 'a man whose conscience shone in a cruel and terrifying world, who believed in the power of ordinary people to bring about extraordinary change and, by creating Amnesty International, he gave each of us the opportunity to make a difference'; and notes that Amnesty International is the world's largest independent human rights organisation, with over 1.8 million members and supporters committed to the upholding of human rights and the founding values set out by Peter Benenson.

That this House warmly welcomes the presentation of the Crossrail Bill, which will provide the planning powers required for the construction of Crossrail; notes the enormous improvements that Crossrail will bring to transport links and in relieving congestion in the capital and across the South East; notes that the scheme will benefit the whole of the United Kingdom, by boosting the railway and wider manufacturing industry, and by ensuring that construction and engineering skills are retained and developed in this country; acknowledges the support that Crossrail will give to regeneration and economic development; and celebrates Crossrail as one of the largest infrastructure projects in Europe.

That this House notes Strategic Rail Authority plans to review service and fare levels on the Northern Rail franchise; is concerned that the review will lead to higher fares, replacing off-peak rail services with buses, line closures and job losses; further notes that the Northern Rail franchise has only operated since December 2004; believes the SRA assurances that the new franchise would 'deliver greater value for money to taxpayers' and 'bring to an end any remaining uncertainty over the future shape of rail services in the North of England' have been cast in serious doubt; and urges the Government to use its powers under the Railways Bill to oppose any line closures, job cuts and bustitution proposals which may arise as a result from the review.
