That this House expresses alarm at the exposure of UK democracy to the undue influence of an ultra-wealthy minority; notes that donations are uncapped meaning that two individuals have been able to give £72 million to one party in one week; further notes recent investigations reporting foreign money and impermissible donations entering UK politics; believes that this issue is of existential importance for the integrity of our democracy; calls on the Government to introduce a statutory cap on individual political donations as well as launching a cap on party spending limits outside of General Elections; regrets that the Government has not yet used the opportunity of the Representation of the People Bill to do so; and urges the Government to strengthen the Electoral Commission and police enforcement of electoral law.

That this House notes that on 8 July 2026 the Mental Capacity (Duty to Assess) Bill, also known as Christopher’s Law, was introduced with cross-party support; recognises that cases where the process for deciding on the presumption of capacity under the Mental Capacity Act 2005 was not correctly followed are associated with deaths, including 160 cases identified by King’s College London in 2023 alone; further notes that the Bill addresses critical gaps illustrated by the tragic death of Christopher Laskaris; acknowledges the legislation drafted by Alex Ruck Keene KC to introduce statutory duties to assess capacity where a person is reasonably understood to have an impairment or disturbance in the functioning of their mind or brain, or where a person properly interested in their circumstances has raised concerns; welcomes the Government’s commitment to review and reform the Mental Capacity Act; and calls on the Prime Minister and the Government to allocate Government time for the Bill’s Second Reading.

If the Treasury wants a quick trick to increase tax receipts from new employment, may I suggest that the Chancellor takes steps to boost rural bus connectivity? North Norfolk has independent operators such as Central Connect which, in spite of challenges facing the sector, has managed to double its bus frequency in Stalham and Hoveton. It wants to go further. Can he tell us how he will work with the Department for Transport to ensure barriers are lifted and support is provided to bring more buses to my constituents?

I am disappointed that the hon. Gentleman did not recognise that capping bus fares must be a benefit to his constituency in Norfolk and a benefit to passengers. Beyond that, let me take his contribution as an early Budget representation.

Since day one in the job, the Prime Minister and I have been in lockstep in our determination to meet Britain’s fiscal rules. This is the bedrock on which we build good growth and help give a bit of breathing space to families and businesses. We acted in the first week to cap bus fares, cut business rates for pubs, social clubs and live venues, and cut VAT on electricity bills. We have also announced further sanctions on Russia. We have changed procurement rules to back British jobs. We launched a new plan for growth from places right across the UK and £100 million to back British sovereign AI firms. This is a Labour Government who are determined to deliver good growth in every postcode and sound fiscal discipline.
The Government talk a lot about how they will create economic growth. There is no way for them just to legislate their way to growth; there are, however, plenty of ways to legislate against it, as small rural businesses in North Norfolk know only too well. Will the Minister tell...

I absolutely agree. In order to achieve genuine equality of access, the Government must go outside-in; in other words, they must design provision around the hardest places to serve—my hon. Friend gives a great example—and then work inwards from there.

I could not agree more. That is one of many respects in which rural and coastal communities around the country have much more in common with each other than with their inland neighbours just a few miles away. Theoretically available treatment becomes practically inaccessible if it requires a journey to...

North Norfolk has more than 2,000 people waiting for housing, a coastline that we are trying to prevent falling into the North sea and endless challenges from being an underfunded rural authority. That this House recognises that neurological conditions affect 1 in 6 people in the UK, are the leading cause of disability globally and cost the UK economy an estimated £96 billion every year; further recognises with regret that people with neurological conditions across the country face long waits for specialist care, significant variation in access to services, and avoidable hospital admissions caused by a lack of timely support; notes with concern the absence of neurological conditions in the Government’s first and second waves of Modern Service Frameworks; welcomes the report from the MS Society and Neurological Alliance entitled Neurological conditions: the case for a modern service framework that calls for the strategic focus necessary to transform neurological care; calls on the Government to commit to publishing a Modern Service Framework for Neurological Conditions to ensure better care, support and outcomes for patients; and further calls on the Government to adopt the ambitious, measurable and achievable goal of reducing avoidable emergency admissions for people with neurological conditions by 30% by 2035.

To ask the Secretary of State for Transport, whether surveys or questionnaires have been issued to Coastguard Rescue Officers in relation to changes to remuneration.
To ask the Secretary of State for Transport, whether surveys or questionnaires have been issued to Coastguard Rescue Officers in relation to changes to remuneration.
Two surveys were circulated to Coastguard Rescue Officers in relation to the Court of Appeal Judgment. Plans to move the Coastguard Rescue Service to an expenses-only volunteer model in September will not go ahead, and current arrangements will remain in place. We will now take time to gather the robust information required to understand the full operational implications of future decisions, as well as the impact on individual Coastguard Rescue Officers and the choices they will make. This will involve engaging with CROs directly and ensuring that their views inform the decisions that we will take on the shape of the Coastguard Rescue Service.
To ask the Secretary of State for Work and Pensions, whether his Department has had discussions with Motability Operations on whether the additional mileage support criteria for the Motability Scheme adequately supports the travel requirements of disabled people and carers in rural and coastal areas.
To ask the Secretary of State for Work and Pensions, whether his Department has had discussions with Motability Operations on whether the additional mileage support criteria for the Motability Scheme adequately supports the travel requirements of disabled people and carers in rural and coastal areas.
Responsibility for the terms and administration of the Scheme sits with Motability Foundation and its Board of Governors. Department officials and Motability meet regularly to review the Scheme and how it operates to ensure it meets the needs of disabled people
After careful consideration of customer's needs, Motability has announced that from 1 July 2026, customers who need significantly more travel than the standard mileage allowance for essential healthcare, education or employment journeys may be eligible for additional mileage support. Customers must demonstrate they require more than 3,000 miles a year for these purposes, with support applied to approved miles above that threshold through reduced excess mileage charges, while leisure and holiday travel is excluded. Support can be requested when ordering a vehicle or during a lease, with eligibility assessed based on individual circumstances and supporting evidence.
To ask the Secretary of State for Health and Social Care, what steps she is taking to support the establishment of an Urgent Treatment Centre in North Norfolk.
To ask the Secretary of State for Health and Social Care, what steps she is taking to support the establishment of an Urgent Treatment Centre in North Norfolk.
There are currently no plans to establish an Urgent Treatment Centre in North Norfolk.
The Norfolk and Suffolk NHS Foundation Trust is progressing work to develop a network of urgent treatment centres across the county as part of wider improvements to urgent and emergency care services. This work is intended to support greater consistency in access to urgent care and ensure services are developed in line with local population needs and national guidance.
Urgent care services for people living in North Norfolk are currently delivered through a range of National Health Services, including the Minor Injuries Unit (MIU) at Cromer Hospital.
The MIU at Cromer Hospital continues to provide assessment and treatment for a range of minor injuries, and there are currently no plans to change this service. Alongside the MIU, residents are able to access urgent care through general practice, NHS 111, community pharmacy services and, where clinically appropriate, ambulance services and emergency departments.
