To ask the Secretary of State for Health, whether it is his policy that specialised commissioning hubs will be able to deviate from national standards in their commissioning of specialised care.
To ask the Secretary of State for Health, whether it is his policy that specialised commissioning hubs will be able to deviate from national standards in their commissioning of specialised care.
NHS England has a number of direct commissioning responsibilities, including for a range of prescribed specialised services for which national commissioning policies and service specifications are developed and published.
The majority of other NHS services fall within the commissioning responsibilities of clinical commissioning groups (CCGs) and for these services it is for CCGs to determine commissioning policies and service requirements on a local basis.
It is important that the respective commissioning approaches fit together in a way that provides clinically and cost effective and cohesive care for patients and for that reason NHS England is supporting a range of collaborative commissioning approaches between its specialised commissioning teams, clinical advisors and CCGs.
National service specifications and clinical commissioning policies will still apply for those specialised services that will be collaboratively commissioned with CCGs.
That this House notes that residents of Brooks Corner, Par, Cornwall, have suffered from flooding on scores of occasions over more than a decade; further notes that South West Water Limited has failed to resolve the flooding issues in the area; acknowledges that South West Water Limited has paid a settlement to some residents in return for a non-disclosure agreement; is concerned that South West Water Limited's parent company, the Pennon Group Plc, has subsequently sought to prevent residents from raising concerns about South West Water Limited's handling of the issues at Brooks Corner with their elected representatives and legal representatives; is deeply concerned that lawyers at the Pennon Group Plc have sought to apply pressure on both the residents and their legal counsel; and encourages South West Water Limited to take the necessary steps to fulfil promises made to residents to resolve the flooding issues and to desist from threatening residents and their legal representatives from sanctions subsequent to raising their concerns.

That this House agrees with the United Nations Secretary-General that there is a dire humanitarian situation in Gaza; fears the outbreak of further hostilities unless the situation improves dramatically; notes the considerable amount of British and other international aid required to keep Gaza from deteriorating further and to assist in the reconstruction of infrastructure and homes; regrets that the Israeli authorities continue to refuse access to British elected representatives to visit Gaza via Erez checkpoint; further notes that, given the dangerous security situation in the Sinai, the Israeli-controlled Erez crossing is the only viable entry point; and asks the Government to do everything in its power to persuade the Israeli authorities to permit parliamentary access into Gaza to assess the situation, the needs of the population and how British funds are being spent.

That this House notes the invaluable contribution made by servicemen and servicewomen, past and present, to the security of the UK and the risks they take with their health and lives in defence of freedom; further notes that this unique sacrifice is not fully recognised within the social care system, with veterans who were injured before 6 April 2005 typically finding that all but the first £10 per week of their military compensation is taken to cover the costs of their care; further notes that this is not the case for veterans who were injured after 6 April 2005, or for civilians who have been injured in the workplace, both of whom can retain their compensation awards in full when accessing council support; recognises that the current situation amounts to a clear breach of the Armed Forces Covenant principle of no disadvantage due to Service; and calls on the Government and devolved administrations to harmonise the treatment of injured veterans' compensation payments in social care charging guidance, making additional financial resources available to help local authorities implement this policy change.

NHS England has advised that it is currently developing interim proposals to allow selected patients with cirrhosis to have early access to some of the new drugs that are expected to be available to treat hepatitis C later in 2015. NHS England aims to have these interim policies in place by the first half of 2015.
These will provide access to treatment in advance of the National Institute for Health and Care Excellence’s final technology appraisal guidance on these products which is expected to be published shortly.

That this House notes that public service firefighters and police officers who retired in a period from 1998 to 2006 were significantly and knowingly disadvantaged by the failure by the Government Actuary's Department, the Department for Communities and Local Government and the Home Office to secure up-to-date actuarial valuations in respect of pension entitlements surrendered on retirement; further notes that maladministration in this matter was established in 2008; further notes that since then the Government Actuary's Department has acted in bad faith by adopting delaying tactics, including a dubious and failed legal challenge to the authority of the Pensions Ombudsman, thereby causing lengthy and unnecessary delay to the resolution of this matter and occasioning a situation whereby many of those affected have not or will not live sufficiently long to see this injustice corrected; and calls on the named departments to accept the imminent ruling by the Pensions Ombudsman and take immediate steps to pay any recommended awards.

We have chosen to exempt small and medium businesses (with fewer than 250 employees) from the plastic bag charge to avoid placing an administrative burden on start-up and growing businesses at a time when we are supporting growth in the economy.
Large companies make up the major proportion of the country’s retail market. For example, the relatively small number of retail companies in the UK with more than 500 employees employ 65% of people working in retail and have 69% of annual retail business turnover.
We have no plans to remove the exemption for small and medium businesses, although those businesses are able to charge on a voluntary basis.
