I welcome the four-unitary model for Devon, as I think it best serves the interests of everyone across Devon. This has been a long time in the making for Exeter. It has been increasingly unsustainable to retain Exeter—an economic driver of the region—as a district council. Does the Minister agree...

That this House celebrates Richard Pengelly and his 37 years of dedicated service to the House of Commons; notes that he began his parliamentary career in the Pugin Room before becoming one of the best-known and best-loved faces behind the bar in the Strangers’ Bar; recognises that his warmth, kindness, humour, quick wit and ever-present smile have brightened the days of countless Members, staff and visitors over the years; further recognises that, whether serving a drink or sharing a joke, Richard has been a constant source of good cheer and embodies the very best of the parliamentary community; applauds his legendary enthusiasm for the Eurovision Song Contest, which has brought much enjoyment to colleagues over the years; thanks him for the friendships he has forged and the memories he has helped create over nearly four decades; and concludes by awarding him the parliamentary equivalent of douze points for a truly outstanding career, with every good wish for the future.

Two-tier government may have worked in the past, but it is not working today, and it is certainly not working for cities like Exeter. We have a two-tier waste authority, and Devon county council is cutting homelessness funding while we are experiencing an acute homelessness issue in Exeter itself; I...

I recognise the work that the Secretary of State and Ministers have done on this issue, and I thank them for their engagement. While the Conservatives rejected recommendation 27 of the Fursdon review, will she reassure me that this Government will find a solution that works for all the communities on Dartmoor and ensure a thriving population of Dartmoor ponies? Will she join me on Dartmoor in the coming weeks to see these beautiful native creatures and the organisations that care for them?

I pay tribute to my hon. Friend for his work on this important issue. I know there is a lot of concern in his local area and beyond about Dartmoor ponies, but I reassure him that under this Government, there will be no planned reduction in the number of Dartmoor ponies. I am working on solutions to support this fantastic native species, and I will set out further details on that soon. I would love to visit and see the ponies for myself.
What steps she is taking to support native Dartmoor ponies.
What steps she is taking to support native Dartmoor ponies.
Dartmoor ponies are a vital part of our landscape and history. As the Environment Secretary, I have a duty to protect our native species, which obviously include Dartmoor ponies. I want to see the number of Dartmoor ponies maintained and the condition of Dartmoor improved.

The Secretary of State recently met my constituent Reuben Santer, whose case was featured in the “Dirty Business” documentary. Reuben campaigns to ensure that real-time sewage information is available to bathers at the beachside. Will the Minister work with local councils and water companies to explore the feasibility of such a scheme?

My hon. Friend raises a hugely important topic, and Reuben’s story was extremely moving to hear at first hand. I extend my deepest sympathy to the families of all those who have been affected by sickness through using the water around England, and I share their anger, outrage and desire for change. We reformed the Bathing Water Regulations 2013 so that they are fit for purpose, and we are looking at water quality classification information. We also have the Environment Agency’s Swimfo website. We will continue to look at how we can best keep bathers safe.
As the right hon. Gentleman knows, nutrition is foundational for development, and the UK has been a trusted global partner on nutrition for many years. One million young people are not in education, employment or training. The Government will not leave an entire generation of young people behind. The Government is investing an additional £2.5 billion over the next three years into the Youth Guarantee and the Growth and Skills Levy.
This investment will support almost one million young people and create up to 500,000 opportunities to earn and learn, including through an expanded network of Youth Hubs, earlier intensive support in Job Centres through a new Youth Guarantee Gateway, additional work experience and training opportunities, a £3,000 Youth Jobs Grant and £2,000 apprenticeship hiring payment for employers, and the Jobs Guarantee which will provide a fully funded six month job for long-term unemployed 18-24-year-olds.
The Jobs Guarantee will provide over 90,000 jobs to eligible young people over the next three years. The Department will fully evaluate the scheme, and findings will be published when ready.
No estimates are available of the number or proportion of people aged 16 - 25 years who are not in education, employment or training (NEET) in these areas. The survey used to estimate numbers of NEETs has too small a sample to produce robust estimates at these levels.
I thank the Minister for her determination and hard work in bringing this draft Bill to Parliament—the trans-inclusive conversion therapy ban that has been eight years in the making after it was first proposed. I welcome the draft order and regulations laid before the House. The timing for this debate obviously could not be more apt; not only is it currently London Climate Action Week, with Exeter Climate Forum taking place next week, but here in the UK and across Europe we are currently...

I absolutely agree; the Celtic sea has massive potential for the reindustrialisation of our peninsula as well. In Hull, my home town, wind power has provided a huge number of new jobs in lieu of others that were there in the past.

I welcome the statement and the Health Secretary’s calm approach, which contrasts sharply with some of the language that is used around this very important issue. When it comes to the Pathways trial, does he agree that we must follow the science and avoid vilification, polarising language and politicisation for...

To ask the Secretary of State for Education, whether her Department holds data on the level of pupil attendance at a) primary school level and b) secondary school level for the Whipton South and Heavitree East MSOA.
The department publishes figures from the school census on pupil absence in England on a termly basis. The most recent published data relates to the full 2024/25 academic year, available here: https://explore-education-statistics.service.gov.uk/find-statistics/pupil-absence-in-schools-in-england/2024-25.
The published data includes absence rates by local authority and school. School level data includes identifiers that can be used to link the middle layer super output area for the school using the ‘Get Information About Schools’ website: https://get-information-schools.service.gov.uk/.
The latest absence release has been available since 26 March 2026.
The Minister mentioned institutional blindness to these horrific crimes. Will she outline how this vital inquiry’s terms of reference have been designed to ensure a thorough examination of those institutional failings, which meant that action was not taken to protect children?

Dartmoor ponies are vital for the biodiversity of the moor and the economy of the south-west. They are so iconic that they feature as the logo of the national park. However, Natural England’s policies mean that the population of ponies has fallen from over 5,000 10 years ago to under...

What steps she is taking to support the delivery of mass transit systems.
What steps she is taking to support the delivery of mass transit systems.
The delivery of mass transit systems has too often been slowed down by fragmented funding arrangements, difficulties in acquiring land and complex planning processes. Our new mass transit taskforce, made up of an independent panel of experts, will make practical recommendations on how we can speed up delivery and remove some of the blockers. We are also committed to devolving new powers, including Transport and Works Act 1992 orders, to ensure that local leaders have all the tools they need to deliver mass transit schemes quickly and efficiently.
People in Exeter love using the railway, and Devon was the first area to get back to and exceed pre-covid levels of rail travel, but our local and regional railway is hampered by under-investment. We do not need a new mass transit system, but we do want the one we have already to be frequent, reliable and resilient. Would the Secretary of State meet me and local stakeholders to see how we can make the Devon metro concept a reality?

I am grateful to my hon. Friend for all his work on public transport in Exeter and the wider Devon area. He and I have met colleagues in this place, and I am willing to continue that conversation about how we can ensure that people in Devon have a reliable, frequent rail service and the connectivity that they need as much as people do in other parts of the country.
