That this House notes the Chancellor of the Exchequer'sdecision to give Government departments freedom to localise public sector pay; believes this will undermine pay review bodies by shifting wholesale to local bargaining in the public sector; further believes pay review bodies nationally are a better way of delivering flexibility while keeping a lid on costs; considers the Government's plans will set hospital against hospital and school against school; opposes unfair discrimination against nurses, teachers and civil servants according to where they live when they are doing the same job; recognises that many successful large national companies use national pay bargaining for their staff pay; further recognises that with record unemployment and more than five jobseekers per job vacancy across the UK there is little evidence the public sector is crowding out the private sector; further believes this policy will offer nothing to private sector workers in low pay regions; fears this policy will instead remove substantial sums from the regions and devolved nations with the least, and reduce spending power and harm local economies as a consequence; and calls on the Government to suspend this policy until a full and independent assessment takes place on the economic impact of the policy and to engage meaningfully with all stakeholders affected by this policy across the UK prior to implementation.

That this House notes the damaging impact on the North East-based Greggs business and other companies of the decision to impose standard rate VAT on freshly baked food; believes that a one-fifth increase in the prices of their products will deter customers, further reduce economic activity and reduce working hours and jobs, and may also undermine the good work of the Greggs Foundation which funds breakfast clubs and youth groups; further believes that it will needlessly create new anomalies, enforcement difficulties and potential litigation and undermine high street regeneration; warmly welcomes the petition on the issue organised by the National Association of Master Bakers and Greggs, which has won over 200,000 signatures; and urges the Government to use the statutory consultation period to listen carefully to the industry and negotiate a fair deal for all concerned.

That this House recognises the vital role the Post Office plays throughout the country, supporting businesses and communities and providing access to a wide range of services; notes that Post Office Ltd is planning to convert over 50 per cent. of its branch network to new operating models over three years from April 2012, with 2,000 branches to be converted to the new Locals operating model; further notes that Consumer Focus has described this restructuring as being `as significant, if not more challenging, than previous restructure exercises'; further notes that there are concerns among businesses and local communities over the smaller range of services which will be available at Locals, over caps being applied to benefit payments and parcels services in Locals and over the number of existing sub-post offices which may close as a result of the proposals; expresses its concern that Post Office Ltd has not yet fully trialled the Locals model in converted post offices and that there is limited opportunity for public engagement; and calls for Post Office Ltd to impose a moratorium on the proposed rollout of the Locals model until it has carried out a full national consultation on this.
