We purchase fuel in litres and keep records only on this basis. The costs per litre prior to May 2008 are not held centrally and could be provided only at disproportionate cost.

The Scout vehicles will be the principal reconnaissance vehicles of the British Army and will replace Scimitar vehicles which are currently deployed in Afghanistan. The final numbers and costs will be determined at the manufacture investment decision point.

The intent is for the Scout vehicle's main weapon system to be the 40 mm Cased Telescoped Cannon provided by Cased Telescoped Ammunition International, a joint private venture between BAES and Nexter. On current plans, BAES will produce the ammunition for the cannon at their facilities in Glascoed, South Wales under the Department's Munitions Acquisition Supply Solution (MASS) contract. The cost of each round of ammunition will be determined during commercial negotiations before the MASS contract is amended to incorporate the 40 mm ammunition. The lifespan of the barrel will be established during the qualification programme for the cannon and ammunition. The qualification programme consists of an extensive series of tests and trials to ensure that the cannon and ammunition are safe, reliable and effective for use by the British Army.

I assure the hon. Lady that the tests to which the two contenders are being subjected are very thorough. They certainly involve blast protection and blast deflection and, indeed, rapid exit from and entry to the vehicle. She has put her finger on two absolutely vital points in the characteristic way that she does when she talks about military equipment.

We continue to work on effective means of diagnosis. The problem, as the hon. Lady will know, is that there is currently no reliable in-field test to identify it. On bovine TB, the House will, I am sure, want to know that the injectable badger vaccine has been approved by the Veterinary Medicines Directorate. That means that the six demonstration projects on which I have previously reported to the House can now go ahead in the summer.

I am afraid that I agree with only one part of the hon. Lady's question, which is to recognise that the Chief Constable was appointed to his job with unanimous support; I entirely disagree with everything else she says. Confidence in policing in Northern Ireland is at record levels and will stay at record levels, and it continues to enjoy a support of which most hon. Members in this House would be extremely envious. The PSNI has brought down crime and been extremely successful in tackling even the activities of some of the most hated criminals in the community, and I hope she recognises that.

The threat level in Northern Ireland remains at "severe". The Government are not complacent about the threat that dissident republicans continue to pose despite their having little or no community support. The House will wish to know that the Police Service of Northern Ireland continues to disrupt the activity of that small criminal group. So far this year, it has made 51 arrests, brought 12 charges and made three seizures.

The Talisman route clearance system is currently in theatre and should be operational soon. As with other counter-IED systems, Talisman is a developing capability and will continue to evolve over the coming months. I am withholding information on the exact schedule as its disclosure would, or would be likely to prejudice the capability, effectiveness or security of the armed forces.

A contract has not yet been awarded as the Ministry of Defence is still conducting the Concept Vehicle Evaluation trial phase of the Light Protected Patrol Vehicle (LPPV) Programme. Two contenders, which could fill the LPPV requirement, are currently being trialled, and it is expected that this phase will be completed in April 2010.

As a keen motorist and member of the Institute of Advanced Motorists, I consider that to travel by car is a first-class experience—until one comes across an army of cones, marching for many motorway miles and restricting lanes, without contractors undertaking any work. I hope that the hon. Lady is not suggesting that we bring back John Major's cones hotline. I seem to recall reading recently that last time a journalist rang that number he was told that there was no one there any more. The hon. Lady should appreciate that there are a number of reasons why the perception might be that there are cones without works going on: for example, when materials are hardening—[Interruption.] I would have thought that the hon. Lady was capable of understanding some basic civil engineering principles. Materials such as concrete take some time to dry, and it is not a very good idea to drive cars on it while that is happening.

I am unaware of that figure, but the hon. Lady is right to say that congestion incurs a cost for the UK. In his report a couple of years ago, Sir Rod Eddington quantified that cost at £22 billion by 2025 if steps were not taken to reduce congestion. That is why we announced last year that we were making £6 billion available to reduce congestion by widening motorways, making it possible for drivers to use the hard shoulders, and introducing active traffic management. This year, we have spent £2.5 billion on encouraging people to use buses, and made £1 billion available for older and disabled people. Over the next five years, we will invest £15 billion in our railways. More people are using rail today than at any time since the 1940s, and more people use buses than at any time since privatisation in the 1980s. Smarter choices need to be made.

Under the urban congestion programme, person journey times have improved by 5.5 per cent. over the last four years on key routes in the 10 participating urban areas.
On the strategic road network, delays for the slowest 10 per cent. of journeys in the year to January 2010 have reduced by 7.7 per cent. since the March 2008 baseline. However, I recognise that congestion is still a major issue for the many people stuck on roads in buses, cars and other modes of transport. Reducing congestion remains a major priority.

The hon. Lady will be aware from our earlier discussion that it is true that young people have been heavily affected by the recession, but that is exactly why we have provided additional support through the future jobs fund, with more than £1 billion, and through the youth guarantee, too. They are all measures that will help young people to get back into work and to get back into training and education opportunities. I have to say to the hon. Lady that they are all measures that her party opposes and would abolish. That is the real challenge that I give back to her.

Flight endurance and fuel consumption depend on a number of factors including payload, operating altitude, weather conditions (including ambient temperature) and speed. To achieve maximum endurance, the aircraft types requested would have to be flown with no operational weapons and would be fitted with the maximum number of additional external fuel tanks instead. Combat aircraft do not fly in this configuration when conducting operations, as this would negate their combat capability.For academic purposes given the same atmospheric conditions, a single-engine turboprop aircraft such as the Super Tucano flying in this configuration would have greater endurance and lower fuel consumption rate than fast jet types but would have less endurance than turboprop unmanned aerial vehicles like Reaper.Fast jet aircraft have significant advantages in terms of faster transit times, higher operating altitudes and greater weapons, avionics and defensive aids payloads. This provides greater operational flexibility and agility. Furthermore, unrefuelled flight endurance is a relatively minor factor for fast jets, as the Tornado, Harrier and Typhoon would benefit from air-to-air refuelling.

We made a decision in November not to go ahead with VAT, but to go ahead with a national insurance rise. In fact, traditionally the party that has raised VAT is the Conservative party. The Conservatives raised it from 8 to 15 per cent., and then to 17.5 per cent. The Tory tax is VAT, and they have imposed it many, many times.
