That this House celebrates the outstanding achievements of Grangetown Netball Club, which, since its founding 40 years ago in one of the most deprived areas of Redcar and Cleveland, has grown from strength to strength, reaching the highest level of national netball competition in the Premier League; commends the dedication of volunteer coaches Ria Small, Faye Summerhill, and Jade Stainthorpe, who, while balancing full-time jobs and family responsibilities, have been instrumental in developing players and nurturing talent; recognises the significant impact the club has had on its members, with numerous players from disadvantaged backgrounds progressing to successful careers as doctors, teachers, and business owners; acknowledges the leadership and passion of the club's founder and first team coach, Gel Williams, who has dedicated four decades to promoting sport and community engagement in Grangetown; further pays tribute to the late Margaret Seed for her profound influence on the club’s success; and praises the club for its role in fostering essential life skills and promoting community cohesion which will benefit the young people of Redcar and Cleveland far beyond sport.

To ask the Secretary of State for Justice, what plans his Department has for the future funding of independent legal advice for (a) parents and (b) kinship carers involved in the child welfare and family justice system after April 2020.
In the Legal Support Action plan published in February 2019 the Government committed to increase the scope for legal aid in family law cases to cover all Special Guardianship Orders in private family law cases; and removing the means test for those with parental responsibility to oppose placement or adoption orders in family law proceedings.
To support those with family law problems who are not in scope for Legal Aid the government is doubling the funding for the Litigants in Person Support Strategy to £3m for the next two years, to ensure those representing themselves in court understand the process and are better supported through it.

Sirius Minerals have recently made a statement to adjust their work programme and undertake a strategic review of the project. The Government will continue to monitor the progress of the work. Sirius Minerals have stated they will continue to find alternative sources of investment so that they can complete the Woodsmith Mine project.

The Department for Transport (DfT) plans to publish the road safety statistics for England in September. As it would be useful to include this data in its progress report, and given the prorogation of Parliament, DfT is planning to publish the progress report over the autumn.

In this year’s Spring Statement, the Government stated our commitment to accelerating the decarbonisation of our gas supplies by increasing the proportion of green gas in the grid and to consult on the appropriate mechanism to deliver this commitment later this year.
The Gas Safety (Management) Regulations are the responsibility of the Health and Safety Executive. Officials continue to engage with the HSE to support their ongoing assessment of proposals to amend Section 3 of the Gas Safety (Management) Regulations.

We know that a no-deal Brexit without tariff protection will kill British biofuels, end jobs and leave us relying on imports. Will the Secretary of State commit to working with his colleagues to maintain tariff protection on ethanol before it is too late?

The hon. Lady raises a legitimate issue in a constructive way, and I am very happy to work with her because she is championing a genuine issue on behalf of her constituents. There is always a balance in setting tariffs between protecting consumers and the issues for producers. It is about how we calibrate those two sometimes competing issues. She will understand that within the market— within the industry—there is domestic pressure, regardless of Brexit, but I am very happy to work with her on that issue.

If the UK leaves the EU without a deal, the UK would implement a temporary tariff regime. This would apply for up to 12 months while a full consultation takes place and a review of a permanent approach is undertaken.

I have spent this week at the Community trade union conference, the steelworkers’ union, trying to reassure steelworkers around the country from British Steel that their industry has a future and that the right hon. Gentleman’s Government are doing all they can to support them. If we leave the European Union with no deal, however, there will be an instant 25% tariff on steel exported to the European Union, which will cost the British steel industry £1 million a day. The industry has been very clear with me: no deal means no steel. Please, will the Secretary of State rule it out?

Again, the way to rule out no deal is to back a deal, but the hon. Lady raises an important issue in relation to British Steel. As she is well aware, the Government have been working very closely with the industry and the owner, Greybull Capital. She will be well aware, given her constituents’ interests, of some of
the global issues in terms of demand, but this is a live issue. I am discussing the issue with industry leaders and trade unions, too.

I have regular conversations with Cabinet colleagues on all aspects of our EU exit. The Chancellor has provided £4.2 billion to prepare for all areas of our exit.

Last year, prescription and dental fraud cost the NHS an estimated £212 million. It is absolutely right that the Government take steps to recoup that money, so it can be reinvested into caring for patients. Our system for claiming free prescriptions should be simple for people and clinicians to understand, which is why we are currently piloting technology that allows pharmacies to check digitally whether a patient is exempt from charges before prescription items are dispensed.
I appreciate the Minister’s response, but I am afraid that that is just not the reality out there. One of my constituents—a woman with severe learning disabilities and anxiety, who is entitled to free prescriptions through her employment and support allowance claim—was hit with a £100 penalty charge when the NHS failed to obtain the correct information from the Department
for Work and Pensions. My office challenged that decision and got the £100 back to her, but the situation was extremely distressing, and the communication is clearly at fault and punitive. Will the Minister implement a review into the prescription penalties to protect vulnerable people?

It is distressing to hear of such a case, and these situations are very distressing for patients and their carers. The NHS Business Services Authority has taken steps to make things clearer, including with an easy-read patient information booklet and an online eligibility checker. We are also running a national awareness campaign, but of course we do need to ensure that people are not claiming for things to which they are not entitled.
