I cannot go as far as that. The aim of our defence industrial strategy is to ensure that elements of defence supply are secured in this country when we consider that to be important to the maintaining of our sovereign capability, and to ensure that we are able to continue to produce those elements. What I will not do is sacrifice, on a wider basis, capability and value for money when to do so is not appropriate, and is not justified by a clear need for that sovereignty.

I wish to follow the comments by the hon. Member for Lichfield (Michael Fabricant) about the Staffordshire bull terrier. Anyone who owns a Staffordshire bull terrier knows what lovely, warm animals they are, but they were demonised in our national media through ignorance and a misunderstanding of what a dangerous dog is. The very title "dangerous dog" misleads the campaign to control the ownership—it is a privilege and not to be given out lightly—and control of a dog. What are we going to do to stop the people who own these dogs?

I take my hon. Friend's point that demonisation will not help anybody to deal with the problem. This debate is about what further steps we can take, building on existing legislation, and amending it if that is sensible, to put in place effective measures to deal with the problem of the small number of owners—the vast majority of dog owners are responsible and as concerned about this as anybody else—who through breeding, training or incitement allow their dogs to do the kind of things that we have seen.

When are we going to start tackling this in the correct manner in this country by considering it a privilege to own a dog rather than thinking that there is an automatic right for irresponsible people to own or train a dog?

I look forward to responses from my hon. Friend and his constituents to the consultation. Responsible ownership is at the heart of what we need to consider. It is the deed not the breed that we are primarily considering but some breeds are bred to be violent. Unfortunately, that is one reason why we have to reconsider this issue. We must consider the full range of options.

My constituents will be affected by this track. They have just had to go through the four-tracking of the west coast line. That caused disruption with no benefit to the people in my part of the world. What can the Minister say to two of my constituents who have now found out via the media that their property will be knocked down as it is on the permanent way for the building of this new line, when they were, in fact, actively seeking to downsize for health reasons? What can the Minister offer them apart from a consultation for the next six months? Can we afford to buy these people out, who need get off the permanent way?

I am grateful for my hon. Friend's question. First, I am happy to meet him and his constituents to discuss their concerns. Secondly, we have begun consultation on an exceptional hardship scheme, over and above the statutory blight provisions for constituents such as those he mentioned. Although I am confident that those two measures will deal with some of the concerns and they will mitigate the problems, I am afraid that they will not solve them altogether. I look forward to meeting him and his constituents to try to address the genuine problems that he has raised.

The number of pensioner benefit units in Tamworth constituency who have received cold weather payments in 2009-10 is estimated to be around 4,000.As well as pensioners, a range of other groups are also eligible for cold weather payments. People eligible are those awarded:"pension credit, or""income-related employment and support allowance that includes a work-related activity or support component."Those awarded:"income support, or""income-based jobseeker's allowance, or""income-related employment and support allowance in the assessment phase,"and who have:"a pensioner premium, or""a disability premium, or""a child who is disabled, or""a child under the age of five,"are also eligible to receive payments."Notes:""1. My hon. Friend will recognise that Ofgem faces difficult problems. We, as the former owners of the generating facilities and energy companies, have suffered badly in that we were ripped off. We did not realise that the payment was only a down payment, and we have been ripped off every year by these companies ever since. When will my hon. Friend ask our right hon. Friend the Secretary of State for Health to provide a set of NHS gnashers to give to the toothless watchdog we have got—the regulator?

Between February 2009 and November 2009, 121,742 tickets were taken up by young people under the 'A Night Less Ordinary' scheme. Over 20,000 of these tickets have been given away by organisations based in the West Midlands.Results from 1 December 2009 to 28 February 2010 will be made available in April.

I am grateful to my hon. Friend for his question. Many people are being very wise after the event, but last April the situation appeared to everybody to be very different; we had a new virus spreading on a worldwide basis, and we had little information about it—about how quickly it would spread and its severity. In such circumstances, the only prudent course of action is to plan with safety first in mind, of course, but I am sure that when we reflect on these events, we will realise that there are things we might look at again, and ways we might further improve our pandemic planning in advance of any possible future pandemic. However, I think that, overall, the right decisions were taken, and that the NHS coped very well with a difficult situation.

Friend will realise that the one big difficulty that former farmers who became Taliban fighters would have is that if they were to go back over to the side of the Afghan Government, they would want assurances that the Afghan forces will guarantee their safety and that of their family, and that the Taliban will not return and take retribution. Does he understand that that is the crucial part in building confidence among the Afghan people?

Providing safety for insurgents who are prepared to lay down their weapons and behave peacefully is an important part of reintegration. If that is what they are prepared to do, this is about providing safety from our own forces in terms of giving them reassurance, and being able to protect them from insurgents who continue to present a problem. My hon. Friend is absolutely right to say that that will be a key concern of anybody who is preparing to turn away from the Taliban insurgency.

The Government are committed to increasing diversity of representation in political life at both national and local level and firmly believe that to achieve a genuinely fair and just society their political decision makers need to reflect the population.The Equality Bill contains new provisions allowing political parties to reserve places on electoral shortlists for individuals including disabled people. The Bill also allows a wide range of voluntary activities by parties to reduce inequalities in representation.These include provisions enabling political parties to; set up separate forums dedicated to a specific protected characteristic; reserve seats for people with a protected characteristics on any forum, including electoral shortlist, representative groups, panels, committees etc; and adopt whatever forms of mentoring or shadowing parties themselves choose.In direct response to a recommendation of the Speaker's conference, the Government have tabled their own amendment to the Equality Bill to require registered political parties to report on the diversity data to be collected in a systematic way at a national level for the first time.This amendment could ultimately result in greater diversity in political parties. It may also increase participation in elections and in public office of those from under-represented groups.

There should be no discrimination against widows and no discrimination against those who have been abandoned by their partners. That is why we have a system of individual taxation and special allowances for widows. I would hesitate to say that the proposal for a married couple's or married man's allowance would be fair to widows or to people who had been abandoned by their partners.

My hon. Friend is absolutely right. Tax credits have played a crucial role, not least in protecting families from unemployment during the downturn, because access to the tax credit system has made reduced hours, instead of job losses, more feasible for people. For example, from April to October last year, 400,000 families whose incomes have fallen have had extra help, averaging £37 per week. Alongside that, of course, we have provided substantial additional resources to Jobcentre Plus, which is why, contrary to many expectations, the number of people in work has remained much more buoyant.

Many of the policy initiatives announced since Budget 2007 have not yet shown up in the child poverty figures. Although we do not have an estimate for January 2012, measures announced since Budget 2007, including the pre-Budget report 2009, are estimated to reduce the number of children in poverty by around 550,000.

The Department has not made such an estimate and data on non-continuation of students in higher education would not specifically show numbers who have withdrawn from a course in 2009/10 academic year due to delays in receiving student finance. I am advised that, as at 13 December 2009, Student Finance England had paid 817,000 students and that it is still receiving around 1,000 new applications a week. Students whose application for student support was not approved by the start of term would have been able to apply for help through the Access to Learning Fund, which is provided by the Government and administered by higher education institutions, and can provide assistance to students in financial hardship.

The Government and the London Organising Committee of the Olympic Games and Paralympic Games established the Nations and Regions Group to ensure UK-wide engagement and to maximise the legacy of London 2012. This group works directly with representatives from each of the nations and English regions to maximise the sporting, commercial, cultural and other benefits of the 2012 Games.So far 193 tenders for services relating to the 2012 Games have been won by companies based in the west midlands via CompeteFor, the electronic brokerage service which enables businesses to compete for contract opportunities linked to London 2012, and facilitates access to focused business support.Over £6 million has been secured to support an extensive programme of events and cultural activity across the west midlands in the run up to 2012. There are over 845 schools registered on 'Get Set', LOCOG's domestic education programme for London 2012.The west midlands has also identified opportunities to host a range of pre-Games training camps and has confirmed that both the American and Jamaican athletics teams will be based in Birmingham in the run-up to the Games.

The Government have not issued guidance to local authorities on the area to be provided per child for outdoor play. The Government's planning policy on open space, which includes the provision of land for outdoor play, is contained in Planning Policy Guidance Note 17, 'Planning for Open Space, Sport and Recreation'. This states that local planning authorities should set their own local standards for the provision of different types of open space, taking account of factors such as the demographic profile and extent of existing buildings, residential and commercial development in their area.The Government published 'Aiming High for Young People: Ten Year Strategy for Positive Activities', in 2007. Backed by over £900 million of investment, it sets out plans to help all young people, particularly those from disadvantaged backgrounds, to take part in enjoyable and purposeful activities in their free time. As part of the strategy, myplace is delivering £270 million of Government capital investment in world class youth facilities as part of a 10-year commitment to deliver new and improved youth facilities in every constituency by 2018. Aiming high supports local authorities in their duty to secure access to positive activities for all young people.An extensive consultation, 'Fair Play', was undertaken by the DCSF in April 2008 with children, young people and parents on play facilities. The national Play Strategy, launched in December 2008, set out the Government's commitment to invest £235 million to deliver 3,500 new or refurbished outdoor play areas, plus 30 staffed adventure playgrounds, by 2011. This funding is allocated to every top tier local authority in England and intended to support play for all ages, but with a particular focus on eight to 13s. All local authorities are required to develop a strong understanding of local levels of need for outdoor play facilities as part of their decision-making on how this capital investment will be spent, and are supported in this process by the Government's national delivery partner, Play England. The views of local children, families and residents are a vital part of these considerations.Non statutory guidance; 'Embedding the Play Strategy', will be issued to local authorities in February 2010 to help children's trusts and local strategic partnerships plan their local play offers and improvement programmes. This guidance recommends ways for local partners to determine how much and what kind of outdoor play provision they might need.
