The Government and the LSC have said that the programme will go ahead on the basis of those schemes that deliver the biggest return on capital in terms of the enhancement of skills. Will he ensure that the criteria are drawn so that colleges with well-developed programmes that serve predominantly rural areas, which tend to be heavily dependent on a handful of relatively low-paying industries, compete on a level playing field? The move of Craven college from 11 sites to a new site is part of the regeneration programme for Craven as a whole. The upgrading of skills is desperately needed and the college has an extremely good track record in delivering that.

Will the Minister recognise that the review that he has just promised needs to be carried out with the greatest possible urgency? The scheme whereby elderly people and disabled people will have three bus passes threatens to shoot a huge hole in the budget of dozens of local authorities throughout England. Harrogate's local authority, which serves my constituency, faces a deficit, over and above the grant, of between £1.3 million and £1.6 million, depending on the volume of traffic this winter, and York has a multiple of that already. Will the Minister recognise that the distribution of funds bears no relationship whatever—

Is the Minister aware that social housing depends hugely on the health of the private sector? A huge part of social housing is a by-product of housing that is in the marketplace. Given the recession that we are entering, is he aware that the Housing Corporation is permitted to finance only up to 40 per cent. of social housing developments, and that the rest must come from sale-for-market properties or from borrowing? Given the dependence of social housing on the private sector, would it not be intelligent to raise the 40 per cent. limit so that the Housing Corporation could make a proportionately bigger contribution to social housing? Would that not be a good recommendation for the Treasury's pre-Budget statement?

Regional Policy
Regional development agencies, which are extremely patchy in quality across the country, are soon to acquire significant new powers with the disappearance of the regional assemblies, notably in housing, yet it is very difficult to assess the quality of outputs from the development agencies. How do we assess whether a job has been created or a job safeguarded—two of the most popular claims of the regional development agencies? What will the Secretary of State do to enable us to develop a proper methodology with which to judge the value for money of the regional development agencies, as this is contested, and to make sure that accountability goes beyond local council chiefs being filed in for the occasional audience?

But is not the recession in the housing market bound to be bad news for people who cannot afford a home at market prices? About 50 per cent. of all affordable homes in Britain are by-products of homes built at market prices, and if the Government do not think a little bit more long term about how those markets might be decoupled so that the social and affordable sector does not depend entirely on the health of the market sector, the misery and misfortune of people who would normally be able to afford a home will inevitably be multiplied in families who cannot afford their home.
