Sir Irvine Patnick: To ask the President of the Board of Trade what is the United Kingdom share of Japanese investment in Europe;
how many jobs have been safeguarded since 1979 as a result of inward investment; and if he will make a statement. [21365]
Mr. Greg Knight: The United Kingdom is the No. 1 location in the EU for inward investment with the latest OECD figures available
showing that in 1994 the UK had over 40 per cent. of all Japanese investment in the EU. Since 1979 my Department's Invest in Britain
Bureau has recorded over 462,000 safeguarded jobs associated with inward investment. This is an enviable record which we are
determined to maintain in the face of increased competition in Europe to international investment.

The Chancellor of the Exchequer has asked me to reply as the Director of the Office for National Statistics to your recent question
on the rate of youth unemployment in the United Kingdom and other EC countries.
Estimates are available for the United Kingdom from the Labour Force Survey (LFS). The LFS uses the International Labour Office
(ILO) definition of unemployment which is widely accepted and used for international comparisons. According to estimates from the
autumn 1996 LFS 15.6 per cent of people aged 16-24 were ILO unemployed in the UK. European comparisons are published in the Eurostat
annual publication Labour Force Survey Results. ILO unemployment rates for various age groups are shown on table 8 of the latest
edition which is for 1995. This publication is available in the House of Commons Library.

Sir Irvine Patnick: To ask the Secretary of State for the Home Department what steps have been taken to reduce the number of prison
escapes from all establishment types; and if he will make a statement. [20731]
Miss Widdecombe: Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked
to arrange for a reply to be given.
Letter from Richard Tilt to Mr. Irvine Patnick, dated 20 March 1997:
The Home Secretary has asked me to reply to your recent Question about prison escapes.
The number of escapes, expressed as a proportion of the prison population, is the first of the Prison Service's key performance
indicators. The attached table shows that the rate of escapes is now less than one quarter of the level in 1992-93, the last year
before the Prison Service became an executive agency.
The Service has taken a number of steps over this time to reduce escapes and has drawn on recommendations from a number of reports
including more recently the Woodcock and Learmont reports written following the escapes of category A prisoners in 1994 and 1995.
Measures taken include:
undertaking regular and rigorous security audits
use of new technology, such as closed circuit television, x-ray machines, metal detectors
more intensive searching programmes for prisoners, visitors and the accommodation they occupy
improvements to perimeter security
improved security awareness and training
Our main priority for the future will be to continue to make every effort to prevent escapes by the most dangerous prisoners and we
shall also continue to set rigorous targets for an overall decrease in escapes.

Sir Irvine Patnick: To ask the Secretary of State for National Heritage what evaluation procedure was used to select the shortlist
of applications for the British Academy of Sport. [18336]
Mr. Sproat: The evaluation was carried out in an objective and non-political way by an experienced joint Department of National
Heritage United Kingdom Sports Council evaluation panel. The evaluation panel was chaired by the chief executive of the UKSC and
included two officers from the UKSC and two officials from DNH. In addition, the evaluation panel was advised by four outside
consultants.
There was two stages to the evaluation process. At the first stage, all 26 bids were evaluated by the evaluation panel against
pre-defined criteria drawn up to assess compliance with the bid prospectus. At that stage, a list of 13 bids which should proceed to
a detailed technical evaluation in stage two was determined. At stage two, there was a detailed technical evaluation of each of the
13 bids by the evaluation panel and its outside advisers. Each bidder was also given an opportunity to present their bid at an
interview with the evaluation panel and advisers.
Based on the advice of the evaluation panel, the Government and the UKSC announced on 25 February that the academy would be chosen
from three contenders: the Central consortium, the Heyford Consortium and the Sheffield Consortium. These proposals are now being
considered in more detail by the UKSC and DNH.

Sir Irvine Patnick: To ask the Secretary of State for Education and Employment what funding has been allocated to Sheffield over the
planning period for grants for school security measures; and if she will make a statement. [17738]
Mr. Robin Squire: The Government will support extra expenditure of £66 million on school security measures in England over the next
three years. This is in addition to spending on security from local education authorities' and schools' normal budgets. The extra
funding will be allocated to authorities through the Department's grants for education support and training programme and to
grant-maintained schools by the Funding Agency for Schools.
Under the 1997-98 GEST programme, the security grant for Sheffield LEA will support expenditure of £184,900. Grant allocations for
future years will be decided in due course.

Sir Irvine Patnick: To ask the Secretary of State for Foreign and Commonwealth Affairs how many countries currently contribute 0.7

Dr. Liam Fox: Four Organisation for Economic Co-operation and Development countries--Denmark, Sweden, Norway and the
Netherlands--contribute 0.7 per cent., or more of gross national product to overseas development assistance. In 1995, the UK
provided 0.28 per cent. of GNP for development assistance, above the average for all donors of 0.27 per cent.
The UK was second only to the Netherlands in total-- public and private--resource flows to developing countries, contributing 1.38
per cent. of GNP--ahead of the UN target of 1 per cent.

Mr. Curry: The £20 million supplementary credit approval offered to South Yorkshire passenger transport authority will allow it to
set a lower levy in 1997-98. We estimate that each £20 million in the levy is equivalent to around £56 in council tax for band D
two-adult households in each of the four South Yorkshire districts.
