I am sure the Minister is aware that Labour-run Cardiff council is currently consulting on the possibility of collecting black bins and bags just once a month. Of all people, Jeremy Clarkson has said:

“There will be so much litter in the streets that rats and plague are sure to follow.”

Notwithstanding the hyperbole, does the Minister share my concern that monthly collections will cause Cardiff to become dirty and full of rubbish, with a growing problem of fly-tipping, rats and seagulls?

Thank you, Mr Speaker, and my apologies. I wanted to ask about tax avoidance. At a time of falling incomes when many people are finding it difficult to make ends meet, does the Minister agree that those on high incomes should avoid using expensive lawyers—if they can afford to use them—to assist with tax avoidance? Does he share my hope that tax avoidance, like drink-driving, will become a moral taboo?

We have heard today about the use of food banks, and the right hon. Member for East Ham (Stephen Timms) mentioned a recent report from the Church of England,

the Child Poverty Action Group, Oxfam and the Trussell Trust that highlighted the problems that arise when those who have been sanctioned lose all their benefits, including housing benefit. I understand that the Department for Work and Pensions is working on a fix to prevent housing benefit from being stopped when a claimant is sanctioned, but while that is being worked on, will the Minister consider sanctioning all but, say, 10p of jobseeker’s allowance or employment and support allowance now so that other benefits are not automatically cancelled and claimants do not need to use a food bank and end up in rent arrears while they are being sanctioned?

Parents in Cardiff complain that they cannot access their free child care entitlement. They can only get a place if they apply for three hours a day, five days a week at a state-run nursery school, which is useless if they work. Given that that means that parents in Wales are worse off than those in England, will the Minister speak to Assembly Ministers to ensure that parents can access their entitlement to free child care places in a way that suits them and not the Labour council?
