That this House expresses concern about the decline in the number of children's playgrounds; notes that the latest figures suggest that around 450 playgrounds have been closed in England alone since 2015; believes that outdoor playtime for children is essential to their development and is important in promoting social cohesion and in combatting childhood obesity, mental health problems and excessive use of screens and social media; welcomes Article 31 of the UN Convention on the Rights of the Child as well as initiatives in Scotland, Wales and Northern Ireland which recognise the right of every child to engage in play; further welcomes the Association of Play Industries Play Must Stay and Movement for Movement campaigns; and calls on the next Government to acknowledge the importance of outdoor play, to provide greater funding to create and maintain playgrounds and to appoint a Minister for Children and Young People, one of whose tasks should be to co-ordinate Policy in this area.

What progress has been made with the Department’s feasibility study regarding the reopening of the Skipton-Colne line for both passengers and freight?
I am sure that the hon. Gentleman will recognise the work that has been done on this issue by other Members of Parliament, including my hon. Friend the Member for Pendle (Andrew Stephenson) and my right hon. Friend the Member for Skipton and Ripon (Julian Smith). The feasibility work is still in progress, and we are pressing further to assess whether the proposed scheme can be made affordable, will attract
sufficient traffic and is part of the right long-term solution for all trans-Pennine rail traffic. The hon. Gentleman will have seen that the issue featured in the rail network enhancements pipeline publication earlier this week.

Successful applications from wave 13 of the free schools programme were announced on 14 June 2019. The application from Moorlands Learning Trust was not successful, due to a lack of need for additional post-16 places in the proposed location of the school.

To ask the Secretary of State for Digital, Culture, Media and Sport, what plans he has to include the Women’s World Cup Football Finals in the Listed Events category for free to air sports viewing.
Coverage of women’s professional sport on free to air television has improved significantly in the last ten years, with the FIFA Women’s World Cup and Euro Championships, Women’s Rugby World Cup, cycling and tennis being regular fixtures on the BBC and ITV.
We know that more can be done to improve equality in sports broadcasting. That is why we have just announced our proposal to add the Paralympic Games to the list and we have started the statutory consultation process to do that. We are also considering the addition of women’s only sporting events where the equivalent men’s only tournaments are currently listed, which we plan to consult on later in the year. This is to give equal recognition to disabled and women’s sports.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent discussions he has had with the Government of Peru on freedom of the press and the role of investigative journalists in that country.
The British Ambassador in Peru raised Media Freedom with Foreign Minister Popolizio on 24 June, extending to him an invitation to the Global Conference on Media Freedom in London in July.
In his opening speech at the Conference, the former Foreign Secretary hailed the work of Investigative Journalist Gustavo Gorriti of IDL-Reporteros, noting that he "has brought to light a series of corruption scandals involving business, the government and the judiciary". Mr Gorriti sent a video message in support of the Conference, and his fellow investigative journalists Paola Ugaz and Pedro Salinas were able to attend at the British Government's invitation.
The United Kingdom is fully committed to the promotion of media freedom and the protection of journalists. In 2019, the former Foreign Secretary announced our launch of the international campaign to end the climate of impunity and mobilise a consensus behind protection of journalists worldwide. We are currently considering how this campaign can best add value and reinforce existing mechanisms, including those of the UN and other international organisations. We have held discussions with Reporters Without Borders and are actively reviewing their proposal for a dedicated UN position on this issue.

We hold regular discussions with the Government of Albania and opposition parties and have urged both sides to engage in dialogue to resolve their political differences. The previous Prime Minister raised the need for political dialogue with Prime Minister Rama at the Poznan Summit. The then Minister of State for Europe and the Americas also saw acting Foreign Minister, Gent Cakaj, in Poznan, where they discussed the impasse in Albania and broader political challenges in the Western Balkans.

The Steppe Inne is a well-known institution at the British Embassy in Ulaanbaatar and has hosted Embassy contacts, Mongolian and British alike, for more than 30 years. With the forthcoming move to new Embassy premises, the Steppe Inne will close but plans are being developed to arrange Steppe Inne nights at an alternative venue in Ulaanbaatar. The Steppe Inne has played a role in UK soft power but is part of a much wider Embassy effort to promote British interests in Mongolia.

What recent assessment he has made of the effect of sewage discharges on water quality in rivers.
Last year, the Environment Agency (EA) reported that there had been good progress in meeting water quality targets. Since 1995, investment in sewage treatment has achieved a 61% reduction in the amount of phosphorus and a 72% reduction in the amount of ammonia discharged to rivers. We will continue to work with the water companies.

The Government absolutely take that seriously. Investment in sewerage has seen a huge reduction in phosphorous and ammonia entering waters, and the Environment Agency is very active on the issue. It undertakes checks of the ecological health of rivers regularly and it will, as will Ofwat, take action against Yorkshire Water when it fails.

Member is reappointed by the Prime Minister by lunchtime, but further to her reply, does she agree that the work of the united parishes of Keighley is perhaps one of the finest examples in the north of England of faith in action, along with the work of the Catholic Good Shepherd Centre, the Salvation Army and, indeed, Keighley’s mosques?

In the diocese of Leeds, Bowling, Idle, Great Horton and Clayton have a strong focus on deprived areas and groups that the Church of England found hard to reach, and that is why this large sum of money has been conferred by the Church Commissioners to the diocese.

Mr Speaker, since this is the last question, I think, for me today I want to thank the parliamentary division in Church House and Simon Stanley in particular, as I do not yet know if I will be renewed in post; I sincerely hope so, but I imagine this is not high on the list of the Prime Minister’s priorities at the moment. I am delighted to be able to tell the hon. Gentleman that the Archbishops’ Council recently awarded funding totalling over £1 million for Leeds diocese, £490,000 of which will be awarded to the Anglican churches in Keighley.

That this House notes that the commercial local radio industry is now dominated by two media giants Global and Bauer; further notes that Bauer will own 36 per cent of commercial local radio licences in the UK if their purchase of four whole groups of radio stations namely UKRD, Wireless and Celador & Lincs comprising over 30 stations goes through; notes with concern that the regulator OFCOM has relaxed the regulations regarding local content for commercial local radio stations so they no longer have to produce a local breakfast show and are obliged only to produce three hours of local content as opposed to seven previously on weekdays and are able to do so from regional centres distant from the area covered by the local radio station; further notes with alarm that Global has already closed ten local studios and is concerned that Bauer is about to follow suit; notes with further concern that Ofcom has granted Bauer a number of format changes to allow all of its stations to network all but three hours each weekday; observes that 13 Bauer stations now share all weekend programmes, marking the end of local weekend shows on these stations; calls on Bauer to retain the localness of the commercial local radio licences of which they are custodians; and requests that the Government undertakes an urgent review on the impact of Ofcom’s regulatory changes on the industry.

What recent assessment he has made of the effectiveness of the regulation of commercial local radio.
The regulatory framework for commercial radio on FM and AM set nearly 30 years ago has not kept pace with market changes, and we have taken steps to address that. I welcome Ofcom’s October 2018 changes to the localness guidance, which will reduce the burdens on commercial radio while maintaining requirements for local stations to provide local news and other content.
