Thanks to scientific research, there is an emerging picture of the biological causes of common mental health conditions. Given the Secretary of State’s extremely welcome WorkWell announcement, questions have been raised about how the individuals implementing it can not only understand the diagnostic pathways that they will need to go through, but improve the evidence base for treatment, specifically with solid science to support this Government policy delivery. Will he work with his colleagues in the Department

of Health and Social Care and the Department for Science, Innovation and Technology to help academic research to provide the evidence that we need to deliver positive outcomes for people with mental health conditions?

To truly build our northern powerhouse and contribute to economic growth, direct connections between cities such as Liverpool and Preston are really important. Does the Secretary of State agree that taking out the buffers at Ormskirk, which were put in for purely administrative reasons in the 1960s and prevent direct trains, is a great idea and that such services would be further enabled by battery technology? Does he agree that that would enhance the case for stopping the nonsense at Midge Hall station, which was closed by Beeching in the ’60s, where passenger trains stop but passengers can only peer out at the platform because they cannot get on or off?

I have been talking with businesses in South Ribble about achieving net zero. Businesses on Leyland business park are exploring geothermal, and we also have the huge advantage of the Howick Cross substation bringing in energy from offshore wind, onshore wind in Scotland, and the north-west and Welsh nuclear fleet. Does my right hon. Friend agree that, in future, businesses will look to site themselves where there is reliable and accessible cheap energy, and that South Ribble is well placed to take advantage of that?

Prioritising connecting towns in the north of England is a big part of Network North, so you will be pleased that I have a suggestion, Mr Speaker. Direct trains between Preston and Liverpool do not exist because passengers have to get off because there are buffers at Ormskirk. Science, technology and new multi-modal battery trains are going to allow that to be an accessible possibility, and then get Midge Hall station in Leyland reopened; does my right hon. Friend agree that that is a great idea and we should crack on with it?

I am absolutely delighted to hear that the Minister met the leaders of Lancashire County Council, and Blackburn with Darwen and Blackpool councils this morning to discuss the enormous opportunity that devolving transport and skills responsibility to Lancashire presents. Will he and the whole of the Treasury Bench look favourably upon this? It is an opportunity that we are keen to take to deliver for people in Lancashire and South Ribble.

Over the summer, I have spoken to many people in Leyland who, although we have managed to get the police station reopened, are still reporting problems involving antisocial behaviour in Broadfield, Worden and Seven Stars. I have been out with the local bobbies, who are benefiting from the Government’s police uplift, to see what is being done to tackle those problems. Operation Centurion—our police and crime commissioner’s attempt to use money seized from criminals to boost local policing temporarily in order to address antisocial behaviour—is about to hit Leyland, but does the Home Secretary agree that we need a whole-agency approach, and that councils should use the powers at their disposal to issue community protection notices and work with the police to end this blight on the people of Leyland?

After a busy summer knocking around South Ribble and speaking to people, I have often popped in for a pint, including in Croston’s famous Wheatsheaf pub. HMP Garth and HMP Wymott are successful prisons that do great work rehabilitating prisoners, but the Ministry of Justice has plans to put a third prison on the site, almost doubling the number of prisoners there—[Interruption.]

The Minister will be aware that I have raised a series of concerns with a number of Ministers and Secretaries of State about the proposals to put a third prison in the small Chorley borough village of Ulnes Walton. There is not sufficient road infrastructure to support it, there is no public transport solution, the local council objects to it, the councillors objected to it, and a survey I put out to local residents was overwhelmingly against it. Please can he commit today to withdrawing the planning inspector appeal and look again at the plans?

The Prime Minister knows how proud we are of our industrial heritage in the north of England and what it means for our future. Last Friday, it was a joy to be on the banks of the Ribble with the friends of the Old Tram Bridge—a group who are asking for this historic piece of industrial architecture that crosses the Ribble to be reopened, both for utility and because we are bloody proud of it. Does the Prime Minister share my hope that Preston City Council will include the plans to get the bridge reopened as part of its levelling-up fund bid?
