We who live in the region welcome this development. Although we are, of course, concerned about the environmental impact, the Minister should give priority to highlighting the economic development opportunities that will arise from the line. Will he also ensure that we develop the line in such a way that all those towns and cities just north of Birmingham do not miss out on what is an once-in-a-lifetime economic opportunity?

Does my hon. Friend recall that the polices of the Conservative Government of the 1980s and 1990s meant that it was far more tax-efficient to distribute what should have been retained profits for investment than to retool and re-kit our industry? That was especially true in the west midlands, where we lost a great deal in terms of modernisation. Will she tell us this afternoon that the policy of this Labour Government, which encourages investment, will continue?

The Government are correct to work for the toughest possible inspection regime of the Iranian ambition to promote enriched nuclear material, whether for domestic or other purposes. However, the Foreign Secretary has a duty to tell us in what circumstances he believes the Iranians might launch an attack on any other country in that region, especially Israel.

What arrangements is the Economic Secretary making in relation to international agreements about tax avoidance and evasion? I am thinking particularly of Belize, where I understand a major donor to the Conservative party may be avoiding taxation.

The Minister will be aware that a railway workers' lobby was here yesterday. The thrust of one of their complaints was that accountants are instructing engineers on what to do. The workers fear that that will result in serious safety failures. What can he say to the House in response to that? Can he assure us that the de-manning of the maintenance service will not impede safety on the railways?

But does the Minister understand the anger that is reflected in the response of public sector workers to the pre-Budget report, when they see the incomes being given, granted to or thrown at the banking sector? Does he not understand that he must take further measures in order to redress the balance? When the economy returns to good health, will he make public sector pay a priority for the Government?
