My Lords, as a member of the All-Party Parliamentary Group on Crossrail, it would intrigue me very much to know whether the financial future of Crossrail is now in place. Hitherto the impression that we have received from the Government is that they give moral exhortation but no money. This is a vital improvement to the London transport system, and I hope that the Government will take it in hand.

My Lords, we made an announcement towards the end of last year. The Prime Minister himself made it very clear that we are not only committed to Crossrail but that we have committed the money for Crossrail. We agreed a package with the London mayor and the City that we will deliver Crossrail. Crossrail is an extremely exciting and important project. I would not want to see anyone get in the way of ensuring that that project works properly.

My Lords, could the Minister be a little more precise on the illegality? Is it the case that Japan is not observing the text of a treaty to which she is a party, or rather that she has chosen not to join that part of the treaty?

She has, my Lords, which raises questions on what is scientific and why Japan needs to do it. As I said, it claims that the whaling is scientific, yet it publishes no papers—or not to the extent that others do on it—so it cannot put any facts behind the claim. The meat ends up on the market in Japan, so the allegation is that it is not scientific. No research or papers come out of it, although Japan claims that, scientifically, it needs to kill 1,000 whales to find out how they live. Well, while it is not publishing any papers based on its research, that killing is feeding back into restaurants in Japan.

My Lords, may I make the following practical suggestion; namely, that the SFA should be requested to inform the firms that it supervises that they should not include in their accounts assets that have not been formally approved by accountants in this country under the procedures established by existing United Kingdom legislation? Thus, funds such as the US non-prime mortgage loans could not be used in balance sheets here without the approval of the SFA. I should explain that I have no current interest in the City of London, although on retirement from the public service I was for some years a member of the board of the Securities and Futures Association before the establishment of the existing authority and I served as a member of its disciplinary committee. The Minister may feel inclined to reply that this would bolt the stable door after the horse has gone but the purpose is to—

My Lords, I am grateful to the noble Lord for his great expertise in this area and for his constructive suggestion on how this issue should be tackled. The whole House will recognise that in certain areas it is easier to be wise after the event, but his proposal needs to be looked at carefully and taken into account in future arrangements.

My Lords, will the Minister consider an alternative way of financing the Olympics? It seems to me that to expect departments to fund this wholly exceptional event through the ordinary year-by-year budgetary procedures is very difficult. There is something to be said for issuing special gilt-edged stock to be repaid at a precise date in the future, which would be raised from the public in the usual way like other government stock. That would be a more appropriate way of meeting these very exceptional expenditures.

My Lords, the noble Lord will recognise that after some trial and tribulation the Government now have effective costing figures on the Olympics and which sector should pay. The departments have their role to play, but it is a reasonably limited role and it is within their compass. He will also recognise that other contributors, such as London and the lottery, will also play a significant part in the funding of the Games. The Question is about a specific departmental responsibility in relation to the tourist industry.

My Lords, the noble Baroness has not referred to the interests of the New Zealand Government in the ““Prince of Wales”” and the ““Repulse””. There is a very active interest in New Zealand in the fates of the ships and of the bodies of those who were drowned. Are the Government, as I trust they are, in close contact with the Government of New Zealand and listening sympathetically to their interests?

My Lords, in the letter that the noble Lord, Lord Sainsbury of Turville, wrote to me some days ago explaining the Government's desire to withdraw from the association with Westinghouse, he gave as a reason the matter to which the Minister has just referred; namely, the apparent wish of Westinghouse to sell nuclear reactors to China. The letter concluded that the Minister felt it was too much to expose us to that particular risk. It might have been risky, but it was also an opportunity, and now we have lost it.

My Lords, that is the noble Lord's considered judgment. I am at least consoled by the fact that my previous answer is consistent with what my noble friend had written to the noble Lord, Lord Bridges. I can only say that my noble friend Lord Sainsbury of Turville is right: there was a balance to be struck on these factors. The Government have come down on one side, and I note that the noble Lord, Lord Bridges, may be on the other.

According to the local newspapers, it has been evident for over a year now that the hospitals have been running at a deficit and presumably with the knowledge of the department—although that is not clear—running up heavy debts with the local banks? Is she further aware that the proposal to sell community hospitals that were paid for by public subscription in the last century to meet that deficit is causing a great deal of disturbance in the locality?
