My Lords, to come back to the assessment of the situation and consultation before decision to deport, in April, the US State Secretary, Antony J Blinken, assessed Zimbabwe as one of the worst countries abusing citizens’ rights, with state-sanctioned violence continuing a culture of impunity. Zimbabwe’s security forces acted with tacit support for President Emmerson Mnangagwa’s Government, torturing human rights groups by brutal sexual assault and beating with clubs, cables, gun butts and heavy whips. Victims were forced to eat human excrement and drink poisonous chemicals, among other tortures. Victims included MDC Alliance members, Joana Mamombe, Netsai Marova and Cecilia Chimbiri, who suffered 36 hours of sexual abuse and physical torture. Can the Minister confirm whether the US report was included in the Government’s human rights assessment? If not, why not? And what were the conclusions of the assessment?

My Lords, the theme of the London CHOGM was “Towards a common future”, whereas for Kigali it is “Delivering a common future”. Will the Minister clarify what progress has been made between these finely nuanced positions, particularly for Commonwealth trade compared to the EU? What is the Government’s response to the Economist’s view that believing increased Commonwealth trade would fill the gap left by the EU was an admirable delusion?

My Lords, the London CHOGM made a commitment to meet the SDG charter to end modern slavery, which affects 16 million people, or one in every 150 citizens in the Commonwealth and throughout Africa. The Government have already invested some £15 million in the Global Fund to End Modern Slavery, but will they now use the extended period as Chair-in-Office to strengthen the resolve of their Commonwealth partners where, at the last count, only 29 out of 54 had national guidelines on identifying victims of slavery and to carry forward the London commitment as an essential priority at Kigali?

My Lords, there are disturbing reports from Zimbabwe that food aid intended for the poor and needy is commandeered by government agents,

while individuals subject to the UK sanctions which the Minister mentioned are unaffected by these measures. Opposition to the Government, from the MDC and others, continues to be violently suppressed; party offices have been broken into and membership records stolen, allowing homes to be visited at night and members and their families severely beaten. Beyond the sanctions programme, what progress have the Government made in discussions with neighbouring Commonwealth countries, including South Africa, to avoid Zimbabwe falling back into the worst traits of the Mugabe regime?

My Lords, apparently a high-level ANC delegation from South Africa met officials from Zimbabwe’s ruling ZANU-PF party to address the escalating economic and political crisis last September. Its priorities should have been the deteriorating human rights situation. Unidentified assailants have abducted and tortured more than 70 government critics.

Arbitrary arrests, violent assaults, abductions and police crackdowns on anti-corruption protests abound unchecked. What specific actions is the UK taking to persuade South Africa that the key message to ZANU-PF should be that Zimbabwe’s economic and political crisis cannot be resolved by repressing the people of Zimbabwe?

The reports that several hundred civilians have been massacred in Axum have been confirmed by the Ethiopian Human Rights Commission, contrary to the claims of its own Government. However, within the unfettered access that we apparently now have been granted in the region, will the Government press for evidence of the deliberate destruction of crops and intentional starvation? Will this be a test case for the UN special envoy for famine prevention and humanitarian affairs? Finally, what support are the Government giving Ireland, our closest neighbour in this context and a newly elected member of the UN Security Council, in its campaign to raise the situation in Tigray at the council’s meetings?
