However, I am concerned that we should not be caught on the back foot if the contingency for which we are now planning—the discovery of an effective vaccine—is not forthcoming. We need contingency plans to deal with the situation either where there is no vaccine or where the vaccine that is discovered has a very short viable life. Is the laudable effort being put into pursuing economic fairness between countries preventing the development of these contingency plans?

My Lords, my noble friend has referred twice to Daesh, which is much bigger than ISIL. My Lords, the Government may not recognise the courts but a great many people in this country do, of whom a large proportion cannot speak, read or understand the English language. Do the Government realise that there is a huge barrier around this problem, which needs to be solved quickly to avoid terrible injustice?

However, it is important to remember, is it not, that from the outside what people see is that the population voted to go out of the Union and Parliament is vigorously obstructing it? That is not democracy and it will bring the whole organisation down fairly quickly unless we get into tune with the population that the House of Commons is supposed to represent.

It is now reported that the Chinese authorities are removing the children from these camps, which are full of 1 million of their nationals, and taking them away to be re-educated separately. That is totally heartless and should be a central part of his inquiry.

It seems the only real necessity for it is to allow people in a totalitarian state to challenge their Government; otherwise, I cannot see why in a free and open society we should not have free and open communication. People would then be shamed out of the terrible conduct that is now going on.
