My Lords, remounting my favourite hobby horse, can I ask: when will the Government give increased support for tidal power, which, unlike wind and solar, never runs out?
I welcome that question from the noble Lord. This is an issue that is quite close to my heart, and I recently visited the Liverpool tidal barrage scheme to see how it is doing. I personally am committed to developing tidal power, both tidal stream and tidal range, but there is still some way to go in working out how that can be value for money and can be supported through various longer-term methods of support because of the long life that tidal range in particular has in front of it.

That is a very good point. The legality of number plates is checked during MoT inspection, but my understanding is that many of those who use false number plates have a proper set for the MoT or other examination and an illegal set which they then change afterwards.

I declare an interest in having been done for doing 60 mph in a temporary 50 mph motorway limit in broad daylight with fine weather, no roadworks, no obstruction and no accidents. Can the Minister persuade the highway authorities not to abuse these temporary limits?

The noble Lord is subject to the same legislation about driving properly as all the rest of us. The variable speed limit signs are particularly used on busy urban roads to even out the flow of traffic, because stop-start jams, particularly on motorways such as the M25, both create some dangers themselves and, crucially, lower the capacity of the road. My advice to people when the speed limit goes down is to follow it, because that will save them getting into a huge jam.

I am afraid I am not qualified to judge whether or not flying drones over major oceans is going to work in this respect. I will certainly take that suggestion back to my department to see whether or not they can make sense of it.

We have made it clear that we expect new homes to be built with PV panels wherever possible, although it is not possible in every instance. Later this year, we will bring out our future homes standard, which will set clear expectations around the energy efficiency of homes. It is important not only for all householders that their homes are efficient for the purposes of lower bills but for the planet that we are doing the best we can with the energy we have.
My Lords, by way of illustration, I cite the example of my 23 year-old granddaughter, who has a first-class degree from the University of Birmingham in physics. She applied to over 200 potential employers and did not even get a reply from any of them. Can the Minister encourage such potential employers at least to have the courtesy of replying to the young?

The noble Lord makes an important point about how employers should recognise the efforts that young people put into applying for those roles. We recognise that some graduates face challenges in getting jobs. However, it is still the case—and I hope the noble Lord’s granddaughter will be reassured by this—that UK graduates continue to have strong and above-average employment rates. If she or other graduates need additional help as well as comprehensive jobseeker support, graduates under 24 benefit from all of the tailored jobcentre offer available to all young people on universal credit.

My Lords, we are developing the future homes strategy, which will point to all the net-zero measures that we want to see. We do not want new houses being built that have to be retrofitted, or that are technology-specific, because the technology is developing at pace and we want to make sure there is enough flexibility in the system for new technologies to be adopted. Things such as solar panels and air source heat pumps are great innovations that are really changing our homes, keeping them warmer and making them more carbon neutral.

That is a very good question, and it is why we work with partners on the ground in a localised approach. We have trusted partners on the ground in Myanmar who we have worked with for many years now, so that is the best way to make sure that the aid does get to where it is needed most, and we have confidence that that is happening.

I am not aware of any such reports. If the noble Lord would like to share them, I would be very happy to see them. Regarding mammals being caught, we are proceeding with electronic monitoring to get better data. The reports that come in are probably only the tip of the iceberg of the number of mammals that are affected.

My Lords, it depends on whether tidal power can offer value for money. I recently met with a number of developers who are interested in developing tidal power. I understand their passion and the potential, but we must ensure that it provides value for money. However, the door is open to further discussions.
