My Lords, I remind the Minister and the House that the Bristol Channel is the route of the second largest rise and fall of tide in the world. It is more than 40 feet every day. We have tried since 2012, if my memory serves me correctly, to harness the power awaiting us. Please will the Minister realise what is happening here, because we cannot go on? Whether it is Cardiff, the Bristol barrage, the Swansea lagoon or anything, we should take a decision to back renewable energy.

My Lords, the noble Lord will find that the Government do back renewable energy. I can give him an assurance that I was aware of the figures he gave about the tidal variations in the Bristol Channel, but I cannot take him any further on when the decision will be made.

The provision of cycling infrastructure, including cycle lanes, is a matter for local traffic authorities. Mandatory cycle lanes, indicated by a solid white line, can operate at all times or at specific times of day. It is for the local authority to decide on hours of operation.

It is long established Government policy not to comment upon matters of personal protective security and their associated costs. Disclosure of such information could compromise the integrity of those arrangements and affect the security of the individuals concerned.
To ask Her Majesty’s Government, further to the reply by Lord Bourne of Aberystwyth on 30 November (HL Deb, col 931–3) about the non-devolution of the long-haul element of air passenger duty to Wales, how they differentiate between Edinburgh and Newcastle, and Cardiff and Bristol with respect to state aid.

As set out in the St David’s Day Agreement, the government is considering the case and options for devolving powers to the Welsh Assembly over air passenger duty (APD). Any next steps pursued by the government will comply with EU State aid rules on tax devolution.
Discussion of State aid is relevant to options we are considering to mitigate the effects of APD devolution with respect to English airports. In July, the government published a discussion paper on several options to do this. We will respond to the consultation and announce next steps in due course.
To ask Her Majesty’s Government, further to the answer by Lord Ahmad of Wimbledon on 23 November (HL Deb, col 468), whether they will consider introducing a small annual licence fee and mandatory registration of all bicycles.
To ask Her Majesty’s Government, further to the answer by Lord Ahmad of Wimbledon on 23 November (HL Deb, col 468), whether they will consider introducing a small annual licence fee and mandatory registration of all bicycles.
The Government has no plans to introduce such measures.
My Lords, will the Minister clarify a point that he made in an earlier answer—namely, what is the state aid problem with the devolution of air passenger duty to Cardiff and not to Scotland?

My Lords, I recognise that the noble Lord has significant expertise in these areas, particularly in relation to Cardiff Airport. However, perhaps I may inform him that there is a significant issue in terms of competition from Bristol Airport. There is not a similar competition element in relation to proximity to Glasgow or Edinburgh airports.

To ask Her Majesty’s Government whether they propose to reduce the length or cost of the visa application process in order to facilitate the entry to the United Kingdom of Russian entertainers, artists and their supporters participating in the United Kingdom–Russia Year of Culture 2014.[HL4121]
To ask Her Majesty’s Government whether they propose to reduce the length or cost of the visa application process in order to facilitate the entry to the United Kingdom of Russian entertainers, artists and their supporters participating in the United Kingdom–Russia Year of Culture 2014.[HL4121]
UK Visas & Immigration (UKVI) recently expanded the scope of the priority visa service in Russia so that those seeking to enter the UK to participate in the Year of Culture will be able to avail themselves of this service (which sees applications processed within three days of receipt by UKVI).
The average processing time for a non-settlement visa in Russia was nine days during the first half of 2013, well under our 15 day service standard.
There are no plans to reduce visa fees for those involved in the Year of Culture.
To ask Her Majesty’s Government why they have decided to devolve the control of Air Passenger Duty to the Northern Ireland Assembly but not the National Assembly for Wales, in the light of the Silk Commission's recommendations.[HL4250]
To ask Her Majesty’s Government why they have decided to devolve the control of Air Passenger Duty to the Northern Ireland Assembly but not the National Assembly for Wales, in the light of the Silk Commission's recommendations.[HL4250]
The Government has devolved direct long-haul rates of air passenger duty (APD) to the Northern Ireland Assembly. This takes into account the unique position of Northern Ireland, which is the only part of the UK sharing a land border with another EU Member State, which has a lower rate of aviation tax.
As set out in the response to the Silk Commission, the Government is not convinced of the case for devolving APD to Wales given the potential effects across the country as a whole. In particular, a report published by HMRC in 2012 highlighted that different rates either side of the Wales/England border would be likely to lead to market distortions that redistributed passengers between airports without significantly increasing the overall demand within the UK.
My Lords, will the Minister take a look at the Russian situation? Next year—2014—is designated the UK-Russia Year of Culture. At the first meeting of the joint Russian-British committee, we were informed by the Russian ambassador that considerable trouble and expense are involved in getting Russian artists over here to perform. As we are about to embark on a joint year of culture, as I said, perhaps he will be kind enough to look at this.

I am very happy to pass that message on within the Home Office. I recognise the importance of Russian art and culture in many art forms, not least music. We have made enormous strides
in our relationship with China, another country with a large number of potential visitors, and we hope that that will set a useful precedent for arrangements we can make with Russia.
