The UK has a world-leading science base, supported by four universities in the global top 10 and outstanding research institutions, we are committed to attracting the best international talent.
We have recently announced a new £54 million Global Talent Fund to attract top individuals – lead researchers and their teams – to the UK this financial year. This is just one part of over £115 million in funding dedicated to attracting top talent to the UK.
The Government is also committed to a competitive visa system, including simplified access to the Global Talent visa and expanded fast-track routes. These measures aim to attract exceptional individuals to supercharge growth in the UK’s strategic industries.

The Government is committed to promoting and protecting the right to freedom of religion or belief, this includes protecting the rights of Falun Gong Practitioners.
We continually assess potential threats in the UK, and take protection of individuals’ rights, freedoms, and safety in the UK very seriously. Any attempt by any foreign state to intimidate, harass or harm individuals or communities in the UK will not be tolerated.
Where individuals have concerns for their safety, they should report incidents or suspicious activity to the Police via 101, a local police station, or 999 in emergencies.

There are a number of ways that we are promoting opportunities to develop skills and knowledge, which will improve morale but also the attractiveness of working in adult social care. To that point, I am particularly pleased that apprenticeships are available for young people, so that they may see the benefits of working in the social care service.
The three main areas are an expanded care workforce pathway; the launch of the adult social care learning and development support scheme in September, which will allow funding for eligible care staff to complete courses and qualifications; and the new level 2 adult social care certificate scheme, which has been backed up by some £12 million this financial year. In all of this, we are seeking to professionalise and recruit—as well as retain—valued social care staff.

Like many of our partners, the UK Government uses data from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) to report on daily casualties in the current Gaza conflict. OCHA draws on figures issued from the Gazan Ministry of Health (MoH). Producing reliable casualty statistics in contexts of violent conflict is never straightforward. The MoH verify and identify the dead by age, gender and ID number.
The Foreign, Commonwealth and Development Office has consulted experts, including from the London School of Tropical Medicine, OCHA, the World Health Organization and Every Casualty Counts, and interrogates relevant research. Experts assess that the total number of deaths in Gaza since 7 October 2023 estimated by the Gaza Ministry of Health is a reasonable figure, and likely to be an underestimate. MoH data does not differentiate between civilians and Hamas operatives.

Reports of the mistreatment of the hostages held by Hamas, as set out by released hostages such as Eli Sharabi, are deeply concerning. We continue to call for the immediate and unconditional release of all hostages, including Avinatan Or, Shay Levinson, and Yossi Sharabi who have strong links to the UK.

My right hon. Friend, Secretary of State for Education is due to host a roundtable shortly with leading vice chancellors to discuss what more can be done collectively, and at all levels, to make our universities safe and inclusive environments for all.
Departmental officials continue to liaise closely with Universities UK and with key Jewish community stakeholders, to remain appraised of issues and how they are being handled by universities.

I can say to my noble friend that the adult social care workforce is growing. Skills for Care data tells us that there has been an increase of 70,000 filled posts since 2022-23, that staff turnover is reducing and that the overall vacancy rate decreased to 8.3% in 2023-24 from 9.9% the previous year. While the direction is good, there is certainly more to do. As regards international care workers, it has indeed been factored in that we need a workforce, and that is one of the many reasons why the new measures that require care providers to prioritise recruiting international care workers are focused on those who are already in the UK, have visas and require new employment. I am sure we will talk about this as we discuss the Employment Rights Bill and all the directions it is taking to support professionalisation of the workforce and encourage those in the UK to take on adult social care roles.

According to Skills for Care’s The state of the adult social care sector and workforce in England 2024 publication, three quarters of the adult social care workforce had a British nationality in 2023/24, and the remaining quarter, 394,000 filled posts, had a non-British nationality.

The policy for health and adult social care is devolved across the United Kingdom. The Department is responsible for adult social care in England, and therefore only captures information on vacancy rates for England. The following table shows estimates of the vacancy rates for the adult social care workforce, including the independent and local authority sectors, from 2019/20 to 2023/24:

It is important to note that vacancies include roles advertised by independent providers and therefore reflect market conditions. Vacancies include both posts that are vacant in the short term, due to recent or anticipated staff turnover, and posts created by employers who want to expand and grow their businesses, rather than only roles needed to meet statutory entitlements. Therefore, vacancy rates are likely not the best measure of capacity, or lack of capacity.
My Lords, I am sure my noble friend is aware of the large number of charities that support research that brings overseas senior academics to the UK. I mention the Royal Society Wolfson Fellowships; Weizmann UK, which brings scientists from the Weizmann in Israel to the UK; and a large number of others. I thank my noble friend. He is quite right; there are a number of schemes from charities and, indeed, as I have said, from the academies. Over £200 million of funding goes to the national academies to support their core activities. The vast majority of that is spent on research and talent schemes. Some £400 million was given to the Royal Society and the Royal Academy of Engineering as an endowment for their specific fellowship schemes—the Faraday Discovery Fellowships, and, for engineers, the Green Future Fellowships. There are many charities that also contribute, and we are fortunate in this country to have charities, including the Wellcome Trust, that provide substantial funding for fellowship schemes.

The Department does not hold the information requested. NHS England publishes quarterly National Health Service hospital trust vacancy and job advert data. The publication sets out vacancy rates for total NHS trust staff and, separately, for registered nurses and doctors at a national and regional level. The latest data for December 2024 shows that the vacancy rate for total NHS trust staff was 7.2%. The data is not detailed enough to identify vacancy rates for clinical psychologists.
My Lords, I have of course signed up for the dementia survey and I recommend it. One of the commonest forms of dementia is vascular dementia and we can do quite a lot to prevent it and treat it when it is caused by high blood pressure and diabetes. It requires quite a bit of surveying the population. How far have we got with that?

I am glad that I will be joining my noble friend in signing up as a volunteer. Certainly, the Lancet commission of last year said that some 45% of dementia cases are estimated to be preventable or delayable. That report is going to inform our actions as we look to the future. Perhaps it is helpful to clarify to your Lordships’ House—I am sure that many of us have experience of this—that the NHS health check for adults in England aged 45 to 74 is designed to do exactly as my noble friend says and identify early signs of various conditions which are contributory factors.

I am glad to say that recently, as my noble friend will be aware, we concluded the annual consultation on the GP contract and the committee voted in favour of the contract for the first time in four years. That will provide a way forward in terms of strengthening provision, prevention and the integration of services, which I hope will lift morale and the attraction to being a GP. We want to see consistent growth. There are now over 1,000 more full-time equivalent doctors working in general practice compared with January 2024. We have committed to training thousands more GPs across the country and recruiting over 1,000 newly qualified GPs through an £82 million boost to the additional roles reimbursement scheme.

Worst of all, it seems that their complaints to the authorities are often ignored and not answered at all in many instances. There may be examples of good practice but there are too many examples of bad practice. Will my noble friend the Minister bring it to the attention of vice-chancellors that they must take a grip on this horrible situation that allows their students to be treated in this manner, and in a way that means that some parents are beginning to think they should move abroad, rather than take their children into an English university.

The noble Lord is right about the impactful testimony that we were able to hear yesterday evening. I agree with him about the types of action we should be taking, particularly focusing on how the introduction of the new OfS condition will ensure that universities respond quickly, appropriately and with sufficient independence to the sorts of complaints we heard about yesterday.

My noble friend is never boring and certainly does not bore this Minister. I very much take the point about the difference between the social care workforce and the NHS workforce, because the majority of the jobs in social care, as my noble friend says, are in the independent sector and the Department of Health and Social Care does not have the levers to ensure a development pipeline. However, this is a challenge for us to meet, not something to turn away from: it is a matter of working across the whole of the workforce, no matter where they are from.
On professionalisation, I agree that we need to enhance skills, because care needs to be of the right quality. I mentioned earlier the development of the care workforce pathway, which is a new career structure, and also that the level 2 adult social care certificate qualification has been confirmed.

Since day one of this government, we have prioritised working to end this conflict and secure the safe release of hostages, in co-ordination with international partners. The Prime Minister - along with other G7 Leaders - has fully endorsed efforts by the US and regional partners to reach a comprehensive deal in line with United Nations Security Council Resolution 2735. The UK continues to call for the International Red Cross to be given access to the hostages to provide urgent humanitarian support. The Prime Minister and Foreign Secretary have personally raised Emily Damari's case with the Israeli government, with partners in the region and with close allies like the United States.
