Humankind is borrowing from the earth's capital at a rate that threatens the very viability of our planet. Although we do not yet have an agreed currency for the environmental deficit, does the Secretary of State agree that tackling that deficit is as vital as tackling the fiscal deficit? How are we doing in this country in meeting Lord Stern's recommendation that we should have a carbon constraint on the economy equivalent to 2 per cent. of GDP if costs are not to be even higher in the long run?

According to the Government's excellent carers strategy, the provision of accurate and timely information is vital for carers, yet according to Rethink, the mental health charity, 33 per cent. of mental health carers do not receive basic information such as the diagnosis of the person they are caring for, and only 20 per cent. of trusts have information-sharing policies. What action will the Government take to remedy this deficiency?

Will the Secretary of State join me in applauding the trailblazing work of the National Industrial Symbiosis Programme, whose methods for ensuring that business waste is used as a valued resource are now attracting attention from all over the world—and, indeed, exports? Will he ensure that the Treasury continues to enjoy the benefits of that input to the economy by not cutting that programme?

Main House in Birmingham has been providing a much valued residential therapeutic service for people with a personality disorder since being nationally commissioned more than 10 years ago. That service has just closed because when national commissioning ended, Ministers' intentions that commissioning should be picked up regionally were not undertaken by the strategic health authority. Will the Prime Minister look into what went wrong, with a view to reopening the service as soon as possible?

Does my right hon. and learned Friend recall that on one of the several occasions when the last Conservative Chancellor, who is currently shadow Business Secretary—the right hon. and learned Member for Rushcliffe (Mr. Clarke)—announced that he was cutting the value of the married couple's allowance, he described it as a bit of an anomaly. Indeed, one of his predecessors, Lord Lawson— ...My question is indeed about the policy of the Government. Does my right hon. and learned Friend recall that Lord Lawson described the allowance as something that should be allowed to wither on the vine, which it was? Does she therefore agree that there are better things to spend £600 million on than introducing a bit of an anomaly?
